About this opportunity

Seminole County is requesting proposals from qualified physicians to serve as Medical Director for the Seminole County Emergency Medical Services System, with proposals due August 5, 2026 at 2:00 p.m. via the county's e-Procurement Portal. A critical eligibility restriction requires that the Medical Director have no direct contractual affiliation with hospitals to which Seminole County EMS providers routinely transport patients — a conflict-of-interest screen designed to maintain public confidence.

The Medical Director must hold a Florida license as M.D. or D.O. with a minimum of 10 years of pre-hospital emergency medicine experience and must maintain 24/7 availability for emergency consultations. Key responsibilities include developing and revising pre-hospital care practice protocols, supervising EMS provider medical performance, conducting quality assurance and quality improvement activities at a minimum of 18 office or field hours weekly, overseeing continuing medical education programs, managing disaster preparedness, and chairing the EMS Quality Council. The position requires collaboration with Seminole County leadership, the Seminole County Fire Chief, and municipal Fire Chiefs.

The contract term is 12 months with potential renewal periods subject to price redetermination, renewable for two successive one-year terms at the County's sole discretion. Compensation is fixed-fee, paid in twelve equal monthly installments; proposers must submit a single all-inclusive annual cost. The Medical Director must obtain and maintain Workers' Compensation insurance at statutory limits, Commercial General Liability of $1 million each occurrence / $2 million aggregate, Business Automobile Liability of $1 million combined single limit, and Professional Liability of $1 million each occurrence / $2 million aggregate, with Seminole County named as additional insured.

Evaluation criteria are weighted equally at 25 points each: qualifications and certifications, experience, understanding and approach, and fee structure. Questions are due July 27, 2026 at 5:00 p.m. A public bid opening will be held via Microsoft Teams following the August 5 submission deadline.

Opportunity text

Seminole County is seeking proposals from qualified physicians to serve as the Medical Director for the Seminole County Emergency Medical Services (EMS) System. The Medical Director will provide medical oversight, clinical leadership, and direction for the County's pre-hospital EMS system while collaborating with County leadership, the Seminole County Fire Chief, and municipal Fire Chiefs to ensure the delivery of high-quality emergency medical care.

The selected Medical Director will function as an independent contractor responsible for overseeing the clinical aspects of the EMS system, supporting continuous quality improvement, and ensuring compliance with applicable medical standards and protocols. To maintain public confidence and avoid the appearance of preferential treatment, the Medical Director must not have a direct contractual affiliation with any hospital to which Seminole County EMS providers routinely transport patients. The County seeks an experienced, collaborative leader with a demonstrated commitment to excellence in emergency medical services and patient care.
