The scope encompasses all labor, materials, supervision, equipment, and related items necessary to complete marquee sign installation according to specifications. All pricing shall be submitted on a FOB Destination basis, with HCPS exempt from federal excise and state sales taxes. Payment terms are Net 45 days from delivery or receipt of satisfactory invoice.

Evaluation criteria are weighted as follows: Qualifications and Experience (30 percent), Specifications/Scope of Work (25 percent), Cost/Best Value (35 percent), and Utilization of HCPS-registered Small Business Enterprises (10 percent). Proposers utilizing HCPS Office of Supplier Development-certified small business enterprises receive bonus points based on the percentage of total contract dollars allocated to such vendors.

All contractors must comply with the Jessica Lunsford Act regarding background screening if work involves school sites where students are present or if the contractor has direct contact with students. All proposers must submit a completed affidavit certifying that their entity is not owned by or controlled by the government of, and is not organized under the laws of, designated foreign countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, or Syria) under Florida Statutes 287.138. Vendors must also submit a vendor affidavit certifying non-use of coercion for labor or services.

The contract includes a minimum one-year warranty on all products and labor, with the contractor responsible for repair and replacement costs. Addendum 1, issued August 19, 2026, deleted the 16mm pixel pitch specification requirement in Section 5.4.5.2 and revised the Price Sheet to include added columns for cost by area.
