About this file
This is Addendum 2 to a competitive solicitation issued by Hillsborough County Public Schools for marquee sign services under RFP 26369-RFP-MST. The addendum clarifies specifications and requirements outlined in the original solicitation and previously issued Addendum 1 (August 19, 2026). The project encompasses new or replacement installation of marquee signs on an as-needed basis throughout Hillsborough County Public Schools sites, with the scope including all labor, materials, supervision, equipment, and related items necessary for completion. The solicitation addresses signs ranging from 3' x 7' to 8' x 12' for the electronic message center (EMC) component, with potential header and base dimensions added separately. Proposals were due September 11, 2026, with questions due August 28, 2026. The contract includes both standard labor pricing for Monday through Friday work from 6:00 AM to 6:00 PM (estimated 100 annual hours) and non-standard labor pricing for work outside those hours and on weekends/holidays (estimated 20 annual hours).
Key clarifications in Addendum 2 address proposer qualifications, equipment specifications, and project responsibilities. Proposers must demonstrate five years of experience providing the required goods and services, with acquired businesses satisfying this requirement only if they retain the same Federal Employer Identification Number (FEIN). A valid Florida Electrical Sign Contractor (ES) license satisfies the electrical contractor licensing requirement. The Optec model INF-10HBX-RGB-V-S-D-OR is specified with 10 mm or less pixel pitch, and proposers must be fully qualified authorized Optec dealers at the time of proposal submission. Labor rates must include crew, equipment, and required specialized tools such as bucket trucks and lifts; these costs cannot be separately billed. Hillsborough County Public Schools provides permits for new or replacement installations. Warranty and lifetime software support requirements may be satisfied through the manufacturer's standard Optec support program. Proposers may submit bids for one, two, or all three maintenance areas with area-specific labor pricing, and the school district may make separate awards by maintenance area. All pricing shall be submitted on a FOB Destination basis with cost-plus markup for materials not exceeding 15 percent of vendor cost and payment terms of Net 45 days.

NOTICE TO ALL POTENTIAL BIDDERS/PROPOSERS/RESPONDENTS
The above-referenced competitive solicitation is modified as outlined in this addendum. The following questions and answers are provided as a matter of information to clarify issues raised regarding the competitive solicitation. To the extent that changes to the competitive solicitation are required based on the questions received, the competitive solicitation has been modified as noted above in the competitive solicitation section of this addendum.
Questions and Answers
Question Five-year experience: May a proposer satisfy §4.2.2 through the continuous operating history of an acquired business/DBA when the current legal entity acquired the business and continues its operations, personnel, equipment and services?
Answer If the acquired business retains the same FEIN, it will satisfy the five-year experience requirement under Section 4.2.2. If the acquired business has a different FEIN, the experience will not be considered continuous, and the business will not satisfy the five-year experience requirement.
Question Electrical license: Does a valid Florida Electrical Sign Contractor (ES) license satisfy the electrical contractor licensing requirement in §4.2.3?
Answer An Electrical Sign Contractor's license is satisfactory.
Question EMC specification: Please clarify the conflict between "10 mm or less," "16 mm pixel pitch," and the specified Optec INF-10HBX-RGB-V-S-D-OR model.
Answer Please see the attached addendum.
Question Hourly pricing: Is the Standard Labor Rate intended to be a composite crew/equipment rate or an individual technician hourly rate, and does "required equipment" include bucket trucks/lifts routinely required for marquee work?
Answer YES: crew/equipment rate. Yes: "required equipment" include bucket trucks/lifts routinely required for marquee work?
Question Solicitation number: Please confirm whether the correct solicitation number is 26369-RFP-MST as shown in the RFP and price sheet, or 36369-RFP-MST as displayed on the VendorLink opportunity.
Answer It is 26369-RFP-MST.
Question I don’t understand this bid. Are you asking for hourly rates for service work on existing signs ? Or Are we missing drawings for other signage we are to manufacture & install ?
Answer This bid is for new signs on an as-needed basis throughout the district.
Question Five-Year Experience / Acquisition History Section 4.2.2 requires the Proposer to have a minimum of five years of experience providing the required goods and services. Will HCPS accept the continuous
Hillsborough County Public Schools Page 2 of 3 26369-RFP-MST Marquee Sign Services operating history of an acquired business when the current legal entity acquired and continues to operate the same established business, including its trade name, personnel, equipment, customer relationships, and service capabilities? If so, what documentation would HCPS prefer as evidence of the continuous business history?
Answer If the acquired business retains the same FEIN, it will satisfy the five-year experience requirement under Section 4.2.2. If the acquired business has a different FEIN, the experience will not be considered continuous, and the business will not satisfy the five-year experience requirement.
Question Electrical Sign Contractor License Section 4.2.3 states that the Contractor must possess and maintain a valid electrical contractor`s license. Will a current Florida Electrical Sign Contractor (ES) license satisfy this requirement for the marquee sign, electrical sign, and EMC work contemplated by this solicitation?
Answer An Electrical Sign Contractor's license is satisfactory.
Question
Optec Dealer/Authorization Requirement Section 5.4.5.1 identifies Optec as the only approved brand.
Is the awarded Contractor required to be an authorized Optec dealer, distributor, or service provider at the time of proposal submission, or is the Contractor permitted to purchase the specified Optec equipment through an authorized distributor/manufacturer for individual HCPS projects?
Answer The proposer must be fully qualified when the proposal is submitted.
Question
EMC Pixel-Pitch Specification Section 5.4.5.2 references both "10 mm or less" and an EMC requirement of "16 mm pixel pitch," while also identifying Optec model INF-10HBX-RGB-V-S-D-OR. Please clarify the required pixel pitch and confirm the exact Optec model/specification that bidders should use for pricing and compliance purposes.
Answer Please see the attached addendum.
Question
Definition of Hourly Labor Rate The supplied Price Sheet requests a Standard Labor Rate and Non- Standard Labor Rate and indicates that the rate includes required equipment. Please clarify whether the requested hourly rate is intended to represent: one individual technician; a standard two-person installation/service crew; or a complete crew and vehicle/equipment rate.
Answer YES: crew/equipment rate. Yes: "required equipment" include bucket trucks/lifts routinely required for marquee work?
Question
Bucket Truck and Specialized Equipment For marquee installation and service work requiring a bucket truck, crane, lift, auger, or similar equipment, should the cost of contractor-owned equipment be included entirely within the submitted hourly labor rate, or may specialized equipment be separately quoted on an individual project when approved by HCPS? The RFP states that contractor-owned tools and equipment generally may not be separately billed.
Answer Included entirely within the submitted hourly labor rate.
Question
Permitting Responsibility and Permit Costs For new or replacement marquee installations requiring building, electrical, sign, or other permits, is the Contractor responsible for obtaining all required permits? If so, may actual government permit fees be identified and charged separately in the project-specific quotation, or must permit costs be incorporated into the Contractor`s submitted labor/material pricing?
Answer HCPS Provides permit.
Question
Warranty / Lifetime Software Support The RFP requires lifetime technical support and lifetime software updates, training, and technical support at no additional cost to HCPS. Please confirm whether these requirements may be satisfied through the manufacturer`s standard Optec support program and warranty, and whether bidders are expected to include any manufacturer support or software subscription costs within their original project pricing.
Answer The requirements may be satisfied through the manufacturer's warranty.

Question
Maintenance Area Awards May a Proposer submit for one, two, or all three Maintenance Areas, and may the Proposer offer different labor pricing by Maintenance Area based on travel distance and service requirements, or must the submitted Price Sheet rates apply uniformly throughout all areas proposed? HCPS indicates it may make separate primary and secondary awards by Maintenance Area.
Answer Please see the attached addendum.
Question Is there any existing sign on the site? if so, please provide the existing sign images.
Answer A site may or may not have an existing marquee sign.
Question Are the specified manufacturers mandatory, or can we quote alternate manufacturers?
Answer See Section 5.4.5 Specific Requirements.
Question Who is responsible for bringing power to the sign? Is it the signage contractor, or is this task handled by another party? If it`s the signage contractor, could you confirm the total distance between the sign site and the nearest electrical conduit? What do we have to trench through (i.e. concreate / grass etc).
Answer Contractors may be required to make electrical connections. Distance will vary by site, as will trenching needs.
Question Please provide the exact location of the sign.
Answer Signs may be at any Hillsborough County Public School site within Hillsborough County.
Question Please confirm whether the stated sign size range (3’ x 7’ to 8’ x 12’) applies to the EMC only, with header and base dimensions added separately for the overall sign dimensions.
Answer Yes, that is correct.
Question Please confirm whether the scope requires replacement of monument structures with new base or an existing base will be utilized?
Answer See Section 5.4.5.3
This Addendum shall be construed and governed by the laws of the State of Florida.
