About this opportunity

Roswell Park Comprehensive Cancer Center (New York) is requesting proposals for a Managed Service Provider (MSP) to deliver enterprise-wide temporary staffing solutions across locum tenens/allied health, non-clinical/professional, and executive staffing categories, with proposals due October 27, 2026.

The scope encompasses approximately 6 FTEs annually in locum tenens and allied health (24 medical specialties positioned in Western New York); approximately 40 FTEs annually in non-clinical and professional staffing (administrative support, patient access, HR, finance and revenue cycle, IT, supply chain, facilities, and specialized professional roles); and approximately 3 FTEs annually in executive and faculty interim placement and search services (C-suite, vice presidents, service line leadership, department chairs, medical directors, program directors, and academic/research faculty). Roswell Park seeks an MSP model capable of managing staffing vendors, standardizing processes, enhancing spend visibility, and improving service delivery. Vendors must demonstrate experience in complex healthcare environments, provide an integrated technology platform supporting requisition management and reporting, ensure compliance with HIPAA and data privacy standards, and meet Joint Commission requirements. The MSP must coordinate credentialing and background screening and implement vendor-neutral or vendor-managed staffing solutions with rate benchmarking and spend control analytics.

Roswell Park reserves the right to award a single MSP for all services, award partial services to multiple vendors, make no award and issue a separate RFP, or make multiple awards as deemed in its best interest. Vendors must clearly define capabilities and limitations. Performance will be evaluated against five standardized metrics: number of requests, number of positions filled, average days to fill, average days to submission, and fill rate (reported over the preceding 12 months).

Mandatory compliance requirements include New York State EEO provisions under Executive Law Article 15-A, Executive Order No. 16 certification (Russian business operations), non-collusion affidavit, HIPAA business associate compliance, screening against federal and state healthcare exclusion lists, and prevailing wage compliance if applicable under New York Labor Law Articles 8 and 9. Contracts exceeding $1 million require New York State Comptroller approval and promotion of New York State business enterprises including MBEs and WBEs. No incumbent vendor has held an identical or substantially similar contract within the past five years.
