The completion period is 90 calendar days from contract start.

All contractor personnel and subcontractors must pass mandatory background security checks conducted by the Sacramento Sheriff's Department, with clearance documentation required at least 10 business days prior to site entry. Personnel working in areas with potential inmate contact must be accompanied by a deputy. Extensive security restrictions apply: no cellular phones, weapons, or communication with inmates; clothing must not match inmate apparel; all persons and vehicles are subject to search. Liquidated damages are $465 per calendar day for unexcused delays, and up to $525 per calendar day for escort-related delays on secured floors, with a maximum daily rate of $990.

The estimated construction cost is $148,590. Bid security of 10% of the aggregate bid amount is required, as are performance and payment bonds each equal to 100% of contract price. Questions are due October 19, 2026 at 5:00 p.m.; RSVP for the pre-bid meeting by October 9, 2026 at 5:00 p.m.; and clearance forms must be submitted by September 28, 2026.
