About this file
This is a contractor and vendor clearance package issued by the Sacramento County Sheriff's Department for the Main Jail Division, applicable to the Main Jail – Hall of Justice Refurbish Existing Pipe Chase Leak Detection System project located at 651 I Street, Sacramento, California. The package establishes mandatory security and operational requirements for all contractors, subcontractors, vendors, employees, and workers entering the Main Jail facility. All individuals must complete a mandatory background check, submit required clearance documentation (Appendices A, B, and C) at least 7 to 10 business days prior to facility entry, and view and attest to completion of the Prison Rape Elimination Act (PREA) Compliance Training Video. Once cleared, approved personnel receive a badge from the Main Jail Front Counter Deputies upon arrival and must return the badge when leaving or at the end of each workday. Entry to the facility is exclusively through the main public entrance at 651 I Street, with no parking passes or vouchers provided.
The operational and safety procedures impose strict security controls including prohibitions on weapons, drugs, alcohol, cell phones, cameras, and illegal substances. Personnel must maintain tools and materials in secured enclosures under direct supervision or locked storage inaccessible to inmates, comply with specified clothing restrictions to avoid matching inmate apparel, and refrain from all contact and conversation with inmates. All individuals working in areas with potential inmate contact must be accompanied by a deputy, and personnel are subject to search at any time. Missing tools or materials must be reported immediately to Sheriff's Department staff and project personnel. The Sheriff's Department retains authority to deny facility entry to any individual who fails to comply with these procedures, and non-compliance may result in dismissal from the project and potential criminal prosecution under California Penal Code sections 4570 and 4573.
