Contract 41010 Summary
This is a Special Provisions document for a construction contract issued by the County of Sacramento Department of General Services for the Main Jail – Hall of Justice located at 651 I Street. The project involves refurbishing an existing pipe chase leak detection system, which includes refurbishment of proprietary leak detection components such as water sensing cables, zone connectors, leader cables, control/monitoring modules, and all necessary accessories. The work scope encompasses installation of a nVent Raychem Tracetek Leak Detection System designed to detect water presence along cable lengths and identify faults at system controllers, with integration into the existing facility building management system. The contract is designated as Contract No. 41010 with Log No. 7278, dated August 14, 2026. The project manager is Raleigh Moyher, PE, Associate Mechanical Engineer. The contract specifies a 90 calendar day completion period commencing from the contract start date as defined in Section 7-1 of the Standard Construction Specifications. Work hours are restricted to Monday through Friday, 8:00 a.m. to 4:00 p.m., with special limitations restricting work on floors two and three to 12:00 p.m. to 4:00 p.m. only. The award is expected within 90 calendar days after bid opening and will be made to the lowest responsive, responsible bidder.
Liquidated damages are assessed at $465 per calendar day for unexcused delays and up to $525 per calendar day for escort-related delays when work occurs on secured floors requiring Sacramento Sheriff's Office officer escorts, with a maximum daily rate of $990. All contractor personnel and subcontractors must pass mandatory background security checks conducted by the Sacramento Sheriff's Department, with clearance documentation required at least ten business days prior to site entry. Special security provisions are extensive, including restricted access to designated work areas, escort requirements by sworn officers, prohibition of cellular phones and weapons, restrictions on clothing that matches inmate apparel, no communication with inmates under penalty of criminal prosecution, and subject to search of all persons and vehicles. The County provides facility electrical power and water service within available capacity; contractors exceeding available power must provide portable generators. No stormwater, water pollution control, or erosion and sediment control plans are required. All work must comply with OSHA crystalline silica exposure standards, requiring appropriate respiratory protection (N95 or tight-fitting respirators with P-100 filters) for work in deluge valve plumbing chases. Contractors are responsible for all protection of existing furniture, walls, doors, and building elements from damage and must maintain one set of record documents concurrently updated throughout construction, with two completed sets of record drawings and specifications submitted one week prior to final inspection.

10-7.01 CONCRETE CRYSTALLINE SILICA
On September 23, 2017, the deadline for workplaces in the construction industry to comply with OSHA Final Rule to protect Workers from Exposure to Respirable Crystalline Silica has been in effect. The new rule impacts the following construction related industries; concrete products, ready-mix concrete, asphalt
DIVISION 1-8
products manufacturing, and aggregates gravel. Crystalline silica is found in products commonly used in road and infrastructure construction – sand, concrete, stone, mortar, asphalt, cement, grout, brick and tile. In addition, OSHA reports that silica dust can be generated in many construction activities, including cutting, sawing, grinding, crushing, sanding and drilling.
1.1 Means and Methods – Contractor is responsible for protecting their employees from respirable Crystalline Silica over permissible exposure limit (PEL) when disturbed during construction activities. The following is the minimal, but not limited to requirements:
a) Workers disturbing concrete should: wear protective gear (i.e.) masks, face shield, goggles or safety glasses, and when indicated, use a respirator device.
b) When working in the field, continually wet the area to keep materials wet and minimize dust blowing in the air.
c) When cutting or sawing, use wet-cutting tools that distribute water during cutting and/or HEPA equipped vacuum equipment.
d) Optimize ventilation to maximize dust controls and minimize dust migration.
e) Understand the characteristics and composition of the items to be sampled. If there is a powdery dust emitted during the sampling process, understand that there could be health implications – and then use Safety Data Sheets or other published materials to explore what these implications are and how to prevent them in accordance with the new OSHA rule.
f) The PEL for airborne respirable crystalline silica is 25 micrograms per cubic meter, calculated as an 8-hour Time Weighted Average TWA.
g) The contractor is responsible for performing exposure air monitoring for all employees engaged with concrete disturbance work.
(a) Scope and application. This section applies to all occupational exposures to respirable crystalline silica in construction work, except where employee exposure will remain below 25 micrograms per cubic meter of air (25 μg/m3) as an 8-hour time-weighted average (TWA) under any foreseeable conditions.
(b) Definitions. For the purposes of this section the following definitions apply:
Action Level means a concentration of airborne respirable crystalline silica of 25 μg/m3, calculated as an 8-hour TWA.
Chief means the Chief of the Division of Occupational Safety and Health, or designee.
Director means the Director of the National Institute for Occupational Safety and Health (NIOSH), U.S. Department of Health and Human Services, or designee.
Competent Person means an individual who is capable of identifying existing and foreseeable respirable crystalline silica hazards in the workplace and who has authorization to take prompt corrective measures to eliminate or minimize them. The competent person must have the knowledge and ability necessary to fulfill the responsibilities set forth in subsection (g).
Employee Exposure means the exposure to airborne respirable crystalline silica that would occur if the employee were not using a respirator.
High-efficiency Particulate Air (HEPA) Filter means a filter that is at least 99.97 percent efficient in removing mono-dispersed particles of 0.3 micrometers in diameter.
DIVISION 1-9
Objective Data means information, such as air monitoring data from industry-wide surveys or calculations based on the composition of a substance, demonstrating employee exposure to respirable crystalline silica associated with a particular product or material or a specific process, task, or activity. The data must reflect workplace conditions closely resembling or with a higher exposure potential than the processes, types of material, control methods, work practices, and environmental conditions in the employer's current operations.
Physician or Other Licensed Health Care Professional (PLHCP) means an individual whose legally permitted scope of practice (i.e., license, registration, or certification) allows him or her to independently provide or be delegated the responsibility to provide some or all of the particular health care services required by subsection (h).
Respirable Crystalline Silica means quartz, cristobalite, and/or tridymite contained in airborne particles that are determined to be respirable by a sampling device designed to meet the characteristics for respirable-particle-size-selective samplers specified in the International Organization for Standardization (ISO) 7708:1995: Air Quality -Particle
Size Fraction Definitions for Health-Related Sampling.
Specialist means an American Board Certified Specialist in Pulmonary Disease or an
American Board Certified Specialist in Occupational Medicine.
This Section means this respirable crystalline silica standard, Section 1532.3.
(c) Specified exposure control methods. (1) For each employee engaged in a task identified on Table 1, the employer shall fully and properly implement the engineering controls, work practices, and respiratory protection specified for the task on Table 1, unless the employer assesses and limits the exposure of the employee to respirable crystalline silica in accordance with subsection (d).
