About this opportunity

The State of Maryland Department of General Services is requesting sealed bids for complete turn-key HVAC system replacement at the Range Operations Building in Glen Arm, Baltimore County, with bids due August 18, 2026 at 2:30 p.m. through eMarylandMarketplaceAdvantage. This is a Small Business Reserve (SBR) only solicitation—only certified small businesses may bid as prime contractors, though Minority Business Enterprises are encouraged to respond with a 0% MBE goal.

The scope requires removal and proper EPA Section 608 reclamation of the existing 2.0-ton R-410A split system and replacement with a modern all-electric split-system heat pump featuring a 17.5-inch multi-position air handler. The new system must use certified low-GWP refrigerants (R-32 or R-454B) and achieve minimum 14.3 SEER2 and 7.5 HSPF2 efficiency ratings. Work includes demolition of the legacy condenser and indoor cased coil, capping of decommissioned gas lines and flue paths, dedicated 240V single-phase electrical circuit installation, site cleanup, and comprehensive commissioning. Work hours are Monday–Friday, 6:30 a.m.–5:00 p.m. Bidders must hold an active commercial Maryland HVAC license, demonstrate verifiable experience with similar split-system or heat pump replacements, and ensure all field technicians possess current EPA Section 608 Universal Certifications. All system components shall be fully warranted against defects for a minimum period at substantial completion, with extended manufacturer warranties transferred to the State.

The contract is classified as Small Procurement Category III with an estimated project cost under $200,000, making bid bonds unnecessary. Contract completion time is 365 calendar days from start, with liquidated damages of $250 per calendar day for delays. A 1% electronic transaction fee must be built into base bid pricing. Bid prices remain firm for 120 days following opening. The pre-bid conference was held August 5, 2026 on site. A Bid Proposal Affidavit and SBR Contract Affidavit must accompany all bids. Questions were due August 12, 2026 at 2:30 p.m. directed to Lakecia Dingle, Samantha Delp, or Elsie Bateman. Project contacts are Jeff Sullens (on-site POC, 410-446-9308) and Ellis Lysse (Project Manager, 410-937-8141). Addendum No. 1, issued August 12, 2026, clarified electrical panel capacity verification, confirmed no mandated equipment brands, and addressed Excel pricing sheet limitations.
