About this file

This is a Project Manual for an HVAC Unit Replacement contract issued by the State of Maryland Department of General Services (DGS) for the Range Operations Building in Glen Arm, Maryland, Baltimore County. The project involves the complete, turn-key replacement of an existing 2.0-ton single-stage split system air conditioning unit (Gibson Model WSA2BE4M1SN24K running R-410A) with a modern, all-electric split-system heat pump featuring a 17.5-inch wide indoor multi-position electric air handler unit. The scope of work includes safe reclamation and disposal of legacy R-410A refrigerant per EPA Section 608 protocols, complete demolition and extraction of the old condenser, indoor cased coil, and gas furnace assembly, capping and sealing of decommissioned fossil fuel gas lines and combustion flue paths, electrical upgrades including installation of a dedicated 240V single-phase circuit, specialized rigging and structural protection, site cleanup and housekeeping, and comprehensive commissioning and testing. Work shall be performed Monday through Friday between 6:30 AM and 5:00 PM, with standard operational requirements for maintaining a clean, safe work environment. The project manual indicates that a Pre-Bid Conference and site visit are required, with bidders directed to State Finance and Procurement Article 14-302(a)(7)(v) and COMAR 21.11.03.09.C.(2)(e) for specific conditions. The project is classified as Category C, and minority business enterprises are encouraged to respond.

The replacement system must utilize certified low-GWP refrigerants (such as R-32 or R-454B) and meet or exceed 14.3 SEER2 and 7.5 HSPF2 efficiency ratings in compliance with state carbon reduction goals and EPA safety mandates. The Base Bid must reflect a comprehensive, turn-key total cost structure encompassing all field labor, tools, transport machinery, disposal fees, electrical wiring, the replacement low-GWP heat pump system, heat breaks, and winter insulation additions. The contractor must hold an active commercial Maryland HVAC contractor license and have a verifiable track record of similar split-system or heat pump replacements, with all field technicians handling refrigerant circuits possessing current EPA Section 608 Universal Certifications and electrical modifications performed by appropriately licensed individuals. The entire system installation and associated hardware shall be fully warranted against defects for a minimum period specified upon substantial completion, with all extended manufacturer warranties for critical system assets transferred to the State of Maryland at project closeout. Close-out deliverables include complete Operations and Maintenance manuals, certified manufacturer warranty papers, component registration sheets, comprehensive parts replacement lists, and signed, validated commissioning and startup logs verified by facility representatives. Project management points of contact are Jeff Sullens (On-Site Project POC) at 410-446-9308 and Ellis Lysse (Project Manager POC) at 410-937-8141.

SECTION I – GENERAL REQUIREMENTS & SUMMARY OF WORK

1.1 General Scope of Work & Project Boundaries

A. The work under this contract includes providing all labor, equipment, tools, materials, and supplies required for the complete, turn-key replacement of the HVAC system at the Range Operations Building in Glen Arm, Maryland.

B. All activities shall comply explicitly with this technical document and all Division 0 parameters managed via eMMA.

1.2 System Requirements (Electrification & Low-GWP Transition)

A. The existing system to be fully extracted comprises a 2.0-ton single-stage split system AC (Gibson Model WSA2BE4M1SN24K running R-410A) .

B. The contractor shall supply and install a modern, all-electric split-system heat pump with a matching 17.5-inch wide indoor multi-position electric air handler unit.

C. Refrigerant Compliance: In line with state carbon reduction goals and current EPA safety mandates, the replacement hardware must utilize certified low-GWP refrigerants (such as R-32 or R-454B). Legacy R-410A equipment will not be accepted.

D. Electrical Upgrade: The contractor shall inspect the field distribution panel and install a dedicated 240V single-phase circuit to safely feed the new electric air handler and its integrated backup electric resistance heat strips.

1.3 Demolition, Extraction & Legal Disposal
