About this file
This Addendum No. 1, issued by the Maryland Department of General Services on August 12, 2026, provides clarifications and modifications to the Invitation to Bid for Project M-382-270-003, an HVAC Unit Replacement project at the Range Operations Building located at 10901 Notchcliff Road, Glen Arm, Maryland 21057. The work involves the complete, turn-key replacement of the HVAC system with all associated labor, equipment, tools, materials, and supplies. The pre-bid meeting was held on August 5, 2026, at 11:00 AM on site, with attendance from representatives of DGS, Maryland Department of the Military, Maryland Army National Guard, and three HVAC contractors. Bids are due electronically through eMarylandMarketplaceAdvantage (eMMA) by August 18, 2026. The contract completion time is 365 calendar days from the start date, with liquidated damages assessed at $250 per calendar day for non-compliance.
Key pricing and procedural terms include a 1% electronic transaction fee (DGS/eMMA Fee) that must be built directly into the base bid pricing and cannot be submitted as a separate line item. This is a Small Business Reserve (SBR) only solicitation under Small Procurement Category III with a contract amount under $200,000. The procurement will be awarded to the responsive and responsible bidder submitting the lowest bid price under competitive sealed bid procedures. If the contract amount exceeds $100,000, a 5% bid bond and 100% payment and performance bonds are required. Bidders must submit a Bid Proposal Affidavit and SBR Contract Affidavit with their bids. The addendum addresses three specific issues: confirmation of electrical panel capacity through field verification, clarification that no specific equipment brands are mandated, and resolution of Excel pricing sheet limitations for bids exceeding $10,000. Bid prices remain irrevocable for 120 days following bid opening. Questions were due by August 12, 2026, at 2:30 PM and should be directed to Lakecia Dingle, Samantha Delp, or Elsie Bateman.

TO ALL PROSPECTIVE BIDDERS: This Addendum is issued to clarify, add to, delete from, correct and/or change the Invitation to Bid (ITB) documents to the extent indicated and is hereby made a part of the said (ITB) documents of which the contract will be based. By submitting a bid for this solicitation, you acknowledge receipt of this addendum. All questions must be in writing and addressed to Lakecia Dingle lakecia.dingle@maryland.gov , Samantha Delp samantha.delp@maryland.gov and Elsie Bateman elsie.bateman1@maryland.gov.
This Addendum includes the following:
• Pre-Bid Meeting Sign in Sheet
• Notice to Bidders
• Answers to Questions
1. Existing Electrical Panel Size: Please perform a field verification to confirm panel capacity before finalizing your equipment sizing. (Or you can call the Using Agency and ask.)
2. Preferred Equipment Brand: The State/DGS does not mandate or prefer specific brands. Equipment must meet or exceed the performance, efficiency, and physical specification standards outlined in the contract documents.
Standard "or equal" submittal procedures apply.
3. Excel Pricing Sheet Limitation ($10,000 threshold): If the Excel bid template cell formatting blocks entries over
$10,000, please unprotect the worksheet or enter the amount formatted as plain numbers without currency symbols (e.g., 15000 instead of $15,000). If the issue persists, please submit a PDF copy of your itemized quote along with the sheet so your full pricing is accurately recorded.
4. 1% DGS/eMMA Fee: The 1% fee must be built directly into your base bid pricing or unit rates. Do not break it out as a separate line item or invoice surcharge. Ensure your total lump sum bid encompasses all contract requirements, including this fee.

All other terms, conditions and specifications remain unchanged.
