The scope encompasses 40 line items including concrete mix, bungee cords, wrenches, hammers, saw blades, fasteners, graffiti removal spray, paint, safety equipment, lumber products (Douglas fir and cedar), electrical tape, buckets, and trash cans, with delivery to 233 W. Mountain, Pasadena, CA 91103. Bidders must provide pricing for all line items to be considered responsive; any bid lacking complete pricing will be deemed non-responsive. The successful contractor must maintain sufficient inventory to complete deliveries within five business days of order and must operate a local warehouse within 50 miles of Pasadena, with 24-hour notice required for pickup by Parks staff.

The contract term is three years with the option, at the City's sole discretion, to extend for up to two additional one-year terms. Bid pricing must include all federal, state, and local taxes and remain valid for 180 calendar days from bid opening. A 1.75% sales and use tax deduction applies to local bidders if the City receives a refund under Pasadena's Uniform Sales and Use Tax Ordinance. Price adjustments in subsequent years are limited to the Consumer Price Index rate for the preceding 12-month period. A 5% bid bond, submitted electronically through Surety2000, is required.

Award is made to the lowest responsive and responsible bidder based on price and evaluation criteria including material quality, bidder capacity and skill, financial resources, character and integrity, performance history, and compliance with Equal Employment Opportunity and Living Wage Ordinance requirements where applicable. Delivery must occur no more than 90 days after purchase order receipt. The contract is subject to FEMA requirements if funded through that agency, ADA accessibility compliance, and all applicable City ordinances. Bidders must submit required forms including a Vendor Questionnaire, workforce utilization data, legal status declaration, non-collusion statement, and a Unique Entity Identifier from SAM.gov through the City's eProcurement Portal.
