About this opportunity

The Texas Department of Criminal Justice is requesting offers for a cloud-based Learning Management System (LMS) under RFO 696-TL-26-O020, with proposals due August 6, 2026 at 3:00 p.m. CT. A VetHUB subcontracting goal of 3.00% applies statewide. The LMS must achieve TX-RAMP Level 2 certification, comply with WCAG 2.2 A and AA accessibility standards, and meet NIST 800-53 security controls — core capability filters that determine bidder eligibility.

The scope encompasses a cloud-based platform serving approximately 35,000 TDCJ personnel with support for at least 40,000 concurrent users, featuring training delivery, training data management, data migration from legacy systems (Blackboard and Micro Focus), secure integration with the CAPPS HR system, 24/7 maintenance and support, minimum 40 hours of staff training, and detailed line-item pricing for back-up and recovery, scalability, upgrades, customizations, third-party integrations, compliance audits, and exit strategy. The system must maintain 99% uptime (measured weekly; penalties of $1,500 per incident or per day for non-compliance). All contractor personnel with system or data access must sign the TDCJ EMPL3 Data Use and Non-Disclosure Agreement and complete mandatory cybersecurity training. Data governance requires encryption in transit and at rest per NIST 800-53, vendor notification of cloud service provider and data center locations (continental United States unless approved), 24-hour notification of supply-chain compromises and six-hour incident notification, and containment and mitigation within 30 hours.

The contract term is approximately 11 months (service commencement through August 31, 2027) plus four one-year renewal options. It is structured as firm, fixed-price with gradual acceptance at milestones and five percent retainage until final acceptance. A subcontracting plan is mandatory for all respondents. A pre-proposal conference is scheduled July 14, 2026 at 10:00 a.m. CT, and written questions are due July 17, 2026 at 12:00 p.m. CT. The contract specialist is Trine Rodriguez at (936) 437-3819.
