About this file
This is a Compliance Standards exhibit for a Learning Management System (LMS) contract (696-TL-26-O020) with the Texas Department of Criminal Justice. The document establishes critical performance standards and penalties that the Contractor must maintain throughout the contract term, beginning at implementation and continuing through the entire service period. The LMS must provide uninterrupted operability of all functional components, maintain 24/7 system availability with no more than 1% downtime measured weekly, and ensure that all required features operate according to their intended design. The Contractor must submit a detailed implementation plan within 10 working days after the introductory kick-off meeting and complete historical data migration verification and testing by the end of User Acceptance Testing (UAT). Additional requirements include synchronization of employee records with CAPPS HR within seven days of any errors and coordination of maintenance, updates, and upgrades with the Department at least 48 hours in advance.
The compliance framework imposes uniform payment adjustments of $1,500.00 per incident or per day of non-compliance across all identified standards. Critical performance measures include acknowledging support requests within 24 hours, reporting security incidents within six hours and resolving them within 30 hours, providing product end-of-life notices at least one year in advance, and maintaining critical security patches and technical support through the published end-of-life date. The Contractor must also follow all federal and state laws as well as the Department's Information Resources Security Program (IRSP) based on NIST 800-53 standards. Multiple violations of any compliance standards may result in contract termination. All financial penalties are deducted directly from the Contractor's invoices until resolution is achieved.
