The solicitation was issued on July 7, 2026, with a pre-proposal conference scheduled for July 14, 2026, at 10:00 a.m. CT, and a deadline for written questions for clarification on July 17, 2026, at 12:00 p.m. CT. Responses are due by August 6, 2026, at 3:00 p.m. CT. The contract term consists of an approximately 11-month base period from the service commencement date through August 31, 2027, with four one-year renewal options extending potential contract duration to five years. The contract is structured as a firm, fixed-price award with gradual acceptance based on defined milestones.

The pricing schedule requires respondents to provide detailed line-item budgets including costs for back-up data and recovery, scalability, upgrades, customizations, third-party integrations, compliance audits, training refreshers, service level agreements, exit strategy, data export, advisory services, and usage analytics. Recurring SaaS subscription costs shall be specified separately with the frequency of billing. The LMS must support departmentwide concurrent usage for at least 40,000 users, maintain 99% uptime, achieve TX-RAMP Level 2 certification, support secure data exchange with the department's CAPPS HR system, and comply with WCAG 2.2 A and AA accessibility standards.
