About this file
This is a Response Introduction exhibit for the Texas Department of Criminal Justice Learning Management System (LMS) procurement (696-TL-26-O020). The document outlines the required submission components for respondents interested in providing and supporting a cloud-based LMS platform to serve as the agency's primary system for training delivery and training data management. Respondents must submit comprehensive organizational information including a clear description of the company, its capabilities, goals, and purposes, along with designated points of contact for all Department inquiries and a complete list of authorized negotiators with contact information. Additionally, respondents are required to provide details on their insurance carriers and liability coverage availability, though actual insurance procurement is not mandated for submission.
The exhibit requires respondents to document all similar services previously provided to the Texas Department of Criminal Justice or other governmental agencies, including relevant contract numbers, performance dates, and references that the Department may contact for performance evaluation. Respondents must also disclose any contracts cancelled or terminated within the preceding five years with explanatory details and contact information from the terminating entity. The submission must include disclosure of all pending legal actions and final judgment outcomes against the respondent. Finally, respondents must provide documentation confirming proper business certification in the State of Texas and verification of no outstanding debt or obligations to the state, such as a certificate of fact-status or Franchise Tax Account Status documentation.
