About this opportunity

The Office of Hawaiian Affairs is requesting proposals for stewardship services at the Kukaniloko Birthstones site in Wahiawa, Hawaii, with proposals due September 1, 2026, and a mandatory site visit on August 14, 2026.

The scope encompasses day-to-day management of a 400-meter-diameter area centered on the Birthstones, including the traditional Hawaiian hale and associated grounds. Key deliverables include developing and implementing a stewardship plan aligned with OHA's guiding values (Hoomana, Hoona'auao, and Hooulu Aina), managing visitor access and education programming, conducting grounds maintenance including lawn care and invasive vegetation control, maintaining the hale structure, and collaborating on stewardship projects. No MBE/WBE set-asides are mandated, though offerors are encouraged to use best efforts to contract with certified MBE/WBE subcontractors.

Pricing is submitted on an all-inclusive basis using Offer Forms OF-1 and OF-2, structured as a monthly flat rate for core services and hourly rates for additional stewardship projects. Materials, supplies, and equipment for approved projects are reimbursed separately at actual documented cost without markup. The contract is cost-reimbursement based, with the OHA reimbursing actual incurred costs including personnel salaries, wages, medical benefits, payroll taxes, liability insurance, and other direct expenses up to a state maximum obligation. Prevailing wage requirements under HRS 103-55 apply, currently effective through January 1, 2028, with provisions for wage increases during the contract period.

The initial contract term is twenty-four months, with options to extend for up to two additional twenty-four-month periods, not to exceed sixty months total. Offerors must maintain $2,000,000 in commercial general liability insurance and $1,000,000 in umbrella liability coverage, be registered to do business in Hawaii with a Certificate of Good Standing, and demonstrate financial capacity with professional references from the preceding four to five years. Evaluation awards up to 30 points for service delivery approach, 30 points for experience and qualifications, 25 points for price (lowest proposal receiving maximum points), 10 points for references, and 5 points for MBE/WBE commitment. RFP registration is due August 13, 2026, and questions are due August 17, 2026, by 2:00 p.m. HST, with responses provided by August 20, 2026.
