About this file
This Addendum 2 document contains questions and answers responses issued by the Office of Hawaiian Affairs for RFP No. LAD 2027-002 regarding Kukaniloko Stewardship Services. The RFP solicits proposals for stewardship services at the Kukaniloko Birthstones site in Wahiawa, Hawaii, encompassing day-to-day management of approximately 400 meters in diameter centered on the Birthstones, including a traditional Hawaiian hale and associated grounds. The scope of services consists of a single line item requiring bidders to include all activities listed in the Scope of Services within their proposals. The property operates under AG-1 zoning and is managed according to OHA's guiding values of hoomana (protection and sanctification), hoonaauao (education and connection), and hooulu aina (agriculture, ecological restoration, and soil remediation). Proposals were due September 1, 2026, with a mandatory site visit held on August 14, 2026. RFP registration was required by August 13, 2026, and questions were due by August 17, 2026. The initial contract term is twenty-four months, with options to extend for up to two additional twenty-four-month periods, not to exceed sixty months total.
The Hawaiian Civic Club of Wahiawa is the current contractor and has been mowing the property daily. Bidders are encouraged to project costs for completing the work independently, including potential retention of existing workers, though current worker salaries were not provided by OHA. The property has no current water source aside from trucked-in water and rainfall, and no revenue generation is anticipated for site access or tours. OHA is responsible for site signage, though stewards collaborate on content development regarding historical and cultural information. Structures built on the property must comply with AG-1 zoning requirements and OHA's guiding values. The successful offeror will work with OHA and various partners to develop a stewardship plan building upon the Conceptual Master Plan, which is available on OHA's website at https://www.oha.org/aina/wahiawa-lands/. Additional details regarding water infrastructure, zoning compliance, and project continuation expectations are clarified in the Q&A responses.
