About this file
This is Addendum No. 3 (Revised Questions and Answers) for RFP No. LAD 2027-002 issued by the State of Hawaii Office of Hawaiian Affairs for Kukaniloko Stewardship Services. The RFP seeks proposals for day-to-day management and stewardship of the Kukaniloko Birthstones site in Wahiawa, encompassing a 400-meter-diameter area centered on the Birthstones, including the traditional Hawaiian hale and associated grounds. The scope of services includes grounds maintenance, visitor access management, educational programming, hale structure maintenance, and implementation of a stewardship plan aligned with OHA's guiding values of Hoomana (protection and sanctification), Hoona'auao (education and connection), and Hooulu Aina (agriculture and ecological restoration). The RFP registration deadline was August 13, 2026, with questions due by August 17, 2026 at 2:00 p.m. HST, and a mandatory site visit occurred on August 14, 2026. Proposals are due September 1, 2026. The contract term is twenty-four months with options to extend for up to two additional twenty-four-month periods, not to exceed sixty months total.
The Hawaiian Civic Club of Wahiawa is the current incumbent contractor. Pricing is structured as a monthly flat rate for core services and hourly rates for additional stewardship projects, with materials, supplies, and equipment for approved projects reimbursed at actual documented cost without markup. The contract is cost-reimbursement based, covering personnel salaries, wages, medical benefits, payroll taxes, liability insurance, and other direct expenses up to the state's maximum obligation. Prevailing wage requirements under HRS 103-55 apply through January 1, 2028. No MBE/WBE set-asides are mandated, though offerors are encouraged to use best efforts with certified MBE/WBE subcontractors. Key clarifications in this addendum address water availability (no current on-site source; proposals involving significant landscaping must account for this limitation), property zoning (AG-1), built structure compliance requirements with conservation easement and zoning regulations, grounds maintenance frequency (as-needed depending on weather and season), and the absence of revenue generation requirements or goals for the property. Offerors must maintain $2,000,000 in commercial general liability insurance and $1,000,000 in umbrella liability coverage and be registered to do business in Hawaii.

ADDENDUM 3 – REVISED Questions and Answers
1. Who is the current contractor?
The Hawaiian Civic Club of Wahiawā is the current contractor.
2. Can the contractor bid on one line item only or does the bid price need to reflect all line items?
The one line item includes all activities listed in the Scope of Services. Please include all of those activities in your proposal.
3. Does OHA have any information on the background of the area?
Yes. Please visit our website at: https://www.oha.org/aina/wahiawa-lands/ to read more about the Wahiawā lands and download a copy of the Conceptual Master Plan.
4. Do you have to bring water onto the property?
Original Answer:
Yes, there is no current water source on property aside from the water that is trucked-in. We also rely on the rain to maintain the grounds.
Revised Answer:
Yes, there is no current water source on property aside from the water that is trucked-in. We also rely on the rain to maintain the grounds. Proposals that involve significant landscaping changes will need to account for the lack of water. OHA is working to secure additional water resources but these are long-term initiatives.
5. Is this AG-2 zoning?

RFP No. LAD 2027-002 Page 2 of 3
No. This property is AG-1.
6. Any structure on property would need to be on wheels?
No, structures built on property wouldn’t need to be on wheels, but they would need to be aligned with the AG-1 zoning requirements and also with OHA’s guiding values for its Wahiawā lands (hoʻomana – protection and sactification, hoʻonaʻauao – education and connection, and hoʻoulu ʻāina – agriculture, ecological restoration, soil remediation).
Revised Answer:
Any built structures on the propertywill need to comply with the property conservation easement, the propertyʻs AG-1 Zoning, and the various rules and regulations governing historic properties.
More information on this can be found starting page 79 of the OHA’s Conceptual Master Plan for the property found at https://www.oha.org/aina/wahiawa-lands/.
7. Would the projects started by the previous contractor be continued?
Original Answer
Yes. OHA has developed a Conceptual Master Plan for the area – you can visit https://www.oha.org/aina/wahiawa-lands/ to download a copy of the plan. The Successful Offeror will need to work with OHA and its various partners to develop a stewardship plan.
Revised Answer:
Certain projects and partnership related to the Kūkaniloko Birth Site are in-progress, other are ongoing. The stewardship plan that the Successful Offeror will work with OHA to create an implement will need to account for the work and partnerships that currently exist at the site.
8. Are the signs the responsibility of the stewards or OHA?
The signage on property is the responsibility of the OHA, but we develop the content of the signage (historical, cultural, etc.) with the stewards and community members.
9. How often do the current contractors mow?
The current contractor mows every day.
Revised Answer:
RFP No. LAD 2027-002 Page 3 of 3
Grounds maintenance occurs as-needed depending on the weather, time-of-year, and steward capacity. The current contractor is on site maintaining the ground almost every day.
10. If we wanted to hire the existing workers instead of bringing in new people to do the work, how would we know what their current salaries are?
Please complete a projection of what your cost to complete the work would be and submit your proposal accordingly.
11. Are you expecting to include revenue-generation for tours to access the site?
There is no current revenue generated by this property, nor is it the goal for this particular property.
Revised Answer:
There is no current revenue generated by the Kūkaniloko Birth Site, nor is it a goal for this particular property. OHA is open to proposals that include an appropriate revenue generation component compatible with this wahi kapu, but is by no means required or expected.
