About this opportunity

The State of Illinois Chief Procurement Office for General Services, in cooperation with Sourcewell, is soliciting proposals for Commercial Card Programs services through a master agreement available to state and local government entities on a non-mandatory basis, with proposals due September 10, 2026 at 3:30 p.m. CST. The complete solicitation documentation is available through Sourcewell's procurement portal at proportal.sourcewell-mn.gov.

The master agreement will have an initial term of four years with three additional one-year extension options for a potential total duration of seven years. Sourcewell retains discretion to consider extensions beyond seven years under exceptional circumstances, provided that vendors submit annual certifications confirming continued compliance with mandatory minimum requirements and technical specifications.

Eligible participants include state governments and their departments, agencies, and institutions; institutions of higher education; political subdivisions such as school districts, counties, and cities; the District of Columbia; U.S. territories; and other eligible entities, subject to approval by individual state procurement directors and compliance with applicable statutory and regulatory provisions. Vendors must register in both the Illinois Procurement Gateway (ipg.illinois.gov) and BidBuy before contract execution. The agreement is subject to the Illinois Freedom of Information Act, meaning all related public records are accessible.

All participating agreements are contingent upon appropriations. The State of Illinois reserves the right to terminate or suspend agreements without penalty if the Illinois General Assembly fails to appropriate sufficient funds or if the Governor reduces agency appropriations based on budgetary considerations. Payment follows the State Prompt Payment Act. Claims against the State must be filed with the Illinois Court of Claims, and the State does not waive sovereign immunity or enter binding arbitration. Vendors may be required to meet Illinois Business Enterprise Program goals and contracting goals with Illinois small businesses as specified in applicable statutes. No pricing terms, incumbent contractor details, or specific funding amounts are disclosed in the notice.
