About this opportunity

The Illinois Department of Central Management Services, in agreement with the Chief Procurement Office for General Services, is soliciting bids to establish a Joint Purchase Master Contract for Hirsch Security Systems design, installation, repair, and maintenance services across ten specified regions, with bids due October 14, 2026 at 1:00 p.m. and a mandatory pre-bid conference on October 6, 2026 at 10:00 a.m. via Webex. A 2% Business Enterprise Program goal applies to Region 1 only; bidders in other regions face no set-aside or preference requirement.

Bidders must be licensed authorized Hirsch dealers and AXIS or equivalent brand distributors, with current licensure maintained throughout the contract term. The scope covers design services with required drawings and schematics, installation of Hirsch security systems and compatible components, and on-demand repair and maintenance on an eight-hour response time for routine calls and two-hour response for emergencies. Work is available to all Illinois governmental units and qualified not-for-profit agencies.

The contract term runs January 1, 2027, through four years, with a maximum total duration not to exceed ten years including renewals. Pricing is estimated, structured as regional hourly labor rates by contract year and working times (lines 1–160); incidental materials at cost (lines 161–170); and annual licensing fees and bonding (lines 171–189). Labor rates must include wages, fringe benefits, employer expenses, vehicle costs, tools, equipment, overhead, and profit. Work exceeding $500 requires written estimates. An economic adjustment clause permits one annual upward price adjustment after year one, using the U.S. Bureau of Labor Statistics Producer Price Index for rubber and plastic products. Vendors must carry General Commercial Liability insurance of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million per occurrence, and statutory Workers' Compensation Insurance.

The State will award up to two bidders per region based on lowest price. Bid offers must remain firm for 180 days. Subcontracting requires prior written approval; subcontracts exceeding $100,000 annually require Illinois Standard Certifications. Region 1 bidders must submit a BEP Utilization Plan. Questions are due 72 hours before the bid opening. Electronic submission through BidBuy is required, including vendor disclosure, offer forms, contract documentation, and applicable BEP documentation. No bid or performance bonds are required.
