About this file

This is a Business Enterprise Program (BEP) Waiver Request and Review Form submitted by a prime vendor to the State of Illinois Commission on Equity and Inclusion (CEI) in connection with a Joint Purchase Master Contract for Hirsch Security Systems and compatible components, including installation and maintenance services. The contract, identified as 27-416CMS-BOPM4-B-53996, is being established through a collaborative agreement between the Procurement Office for General Services (CPO-GS) and the Illinois Department of Central Management Services (CMS) to serve all governmental units and qualified not-for-profit agencies. The BEP goal applies specifically to Region 1 only and is set at 2 percent. The form requires the prime vendor to demonstrate good faith efforts in soliciting certified minority, women, and disadvantaged business enterprises (MWDBEs) for contract participation, including documented outreach, communication timelines, negotiation attempts, and cost comparisons with certified vendors.

The waiver request form mandates completion of ten specific requirements to establish that the prime vendor conducted thorough due diligence before requesting a full or partial BEP goal waiver. The vendor must provide comprehensive documentation of all communications with certified vendors, including dates, times, and methods of contact; evidence of negotiations for commercially useful functions at reasonable costs; justification for any cost differences; and a history of certified vendor utilization in current and prior fiscal years. CEI will make the final determination on the waiver request based on the prime vendor's demonstrated good faith efforts, the total number of waivers previously granted to the vendor, and its historical use of minority, women, and disadvantaged business enterprises. The completed form with signatures from the purchasing entity, CEI Compliance staff, and the CEI Deputy Director must be submitted to CEI's BEP Compliance office and included in the procurement file.
