About this opportunity
Texas Woman's University is requesting competitive sealed proposals for a general contractor to perform Phase III construction renovation at Jones Hall in Denton, Texas (RFP-731-26-011-JC), with proposals due October 6, 2026, at 2:00 p.m. CST and a mandatory pre-submittal conference on September 8, 2026, at 2:30 p.m. A HUB Subcontracting Plan with a VetHub participation goal of 1% is required; failure to submit results in proposal rejection.
The scope encompasses complete architectural and mechanical, electrical, and plumbing (MEP) interior renovations to the first level east wing for a new Department of Dental Hygiene administration suite, student lounge, and lobby; second level west wing renovations for a new Disability Student Services administration and testing suite; basement area renovations; and miscellaneous interior and exterior alterations throughout the building. Work is located at 604 Administration Drive, Denton, with the site tour at the TWU Health Science Center Building, 1800 Frame Street. Substantial completion is required no later than July 31, 2027, from Notice to Proceed. Unit pricing for plumbing piping and electrical conduit is required in all proposals.
The maximum construction cost is $3.85 million on a lump-sum basis, with an Owner's Contingency allowance of $250,000. Bid security of 5% of the base bid is required. Texas prevailing wage rates (Davis-Bacon Act) and workers' compensation insurance apply. Liquidated damages are assessed at $200 per calendar day for delays beyond the completion deadline.
Evaluation criteria (nine weighted factors totaling 100 points) emphasize pricing and delivery proposal (25 points), past performance on representative and TWU projects (20 points combined), qualifications of construction team (15 points), respondent's ability to provide construction services (10 points), project planning and scheduling (10 points), warranty and service support (10 points), and project safety, quality control, and commissioning programs (5 points each). Award is anticipated October 20, 2026. Performance Bond and Payment Bond are required. Contractors must maintain Third Party Insurance Standards including $1 million general liability; all iron and steel products must be domestic (Buy America). All addenda must be acknowledged five calendar days prior to submittal deadline.
