About this opportunity

The Michigan Department of Transportation Superior Region is requesting proposals for janitorial, grounds maintenance, and snow removal services at the Garden Corners Rest Area in Delta County under RFP 260000002373, with proposals due September 18, 2026 at 3:00 p.m. EST. Questions are due September 9, 2026 at 3:00 p.m. EST, with answers posted September 11. The State will consider Service-Disabled Veteran-Owned Business (SDVOB) status under MCL 18.1261(8).

The scope encompasses daily janitorial services for a 1,475 square-foot welcome center with three restrooms (11 toilets, 3 urinals) including primary cleaning between 6:00 a.m. and 8:00 a.m. with two-hour periodic spot checks, lobby and entrance maintenance, and grounds cleaning. Grounds maintenance includes lawn mowing approximately 28–30 times annually (May through mid-October at three-inch cut height), trimming, edging, mulch application at four-inch minimum depth, annual flower bed preparation and planting from an approved species list, and aeration. Snow removal must occur by 7:00 a.m. following any accumulation of two inches or more, estimated at 30 occurrences annually, with equipment including a minimum 4-horsepower two-stage snowblower. The contractor must maintain one attendant on-site 24 hours daily, seven days weekly, and establish work schedules within 10 business days of contract start. The contractor provides all supplies, equipment, replenishable materials, permits, licenses, telephone service, and refuse disposal; fuel storage on-site is limited to five gallons maximum.

The contract term runs December 1, 2026 through November 30, 2029, with two optional one-year renewals. Pricing is firm for the entire contract term with no escalation. The contractor must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), and Workers Compensation coverage naming the State as additional insured. Evaluation is pass/fail on three criteria: complete acceptable vendor question responses, complete Schedule A Statement of Work responses, and complete Schedule C pricing. Award goes to the responsive, responsible, lowest-price bidder meeting all criteria. Contracts valued at $250,000 or more require State Administrative Board approval. Invoices are payable within 45 days via Electronic Funds Transfer. All proposals must include a completed Confidential Treatment Form; failure to submit results in rejection. Liquidated damages include $500 plus $100 per day for late contract completion and $1,000 per individual per day for unauthorized removal of key personnel.
