Summary of Service Specifications for MDOT Garden Corners Rest Area

This is a Location Specification Sheet (LSS) for janitorial and grounds maintenance services at the Garden Corners Rest Area, operated by the Michigan Department of Transportation (MDOT) in Delta County within the Superior Regional Service Area. The contract encompasses comprehensive facility maintenance for a 1,475 square-foot welcome center with an average annual visitor count of 90,000. Services include daily janitorial tasks (restroom cleaning with seven periodic checks daily, lobby and entrance maintenance, storage area upkeep, and grounds cleaning), seasonal maintenance (spring and fall cleanups, annual flower bed preparation and planting), grounds maintenance (mowing and trimming of approximately one-half acre, edging, and periodic aeration), and snow and ice removal services (estimated 30 occurrences annually for snow removal and deicer application). The facility contains three restrooms with 11 toilets and 3 urinals, along with interior and exterior trash receptacles. The contract term runs for three years beginning December 1, 2026, through November 30, 2029, with two one-year renewal options available. Staff will maintain regular hours during both summer and winter seasons (April through October and November through March), operating 6:00 a.m. to 10:00 a.m. and 2:00 p.m. to 6:00 p.m. seven days per week.

The contractor must provide all cleaning supplies, equipment, and tools as specified in the detailed materials list, including janitorial supplies, grounds maintenance equipment, and snow removal equipment that must be available at contract commencement. Estimated annual quantities are provided for consumable items such as toilet paper (175 cases), liquid hand soap (150 gallons), plastic bag liners, and various cleaning solutions. Replenishable supplies including paper towels, hand soap, toilet tissue, trash can liners, hand sanitizer, and air fresheners are the contractor's responsibility. The bidder must also provide an hourly wage rate for attendants to facilitate recruitment and retention of reliable, professional staff. Pricing submissions require completion of multiple worksheets covering basic and monthly janitorial services, periodic and basic grounds maintenance services, snow and ice removal services, and additional emergency services. The contract includes provisions for additional services beyond the scope to be billed separately at the hourly rate quoted by the contractor.
