About this opportunity
The Georgia World Congress Center Authority (GWCCA) is issuing a Request for Proposals (RFP) for janitorial services to support the FIFA Fan Festival at Centennial Olympic Park in Atlanta, Georgia, located in Fulton County. The procurement seeks proposals from experienced firms to provide comprehensive janitorial services for a multi-day outdoor event with an expected attendance of 15,000 individuals at any given moment. The scope of services encompasses three distinct phases: pre-event cleaning (June 3-10, 2026), event cleaning during 21 operational days (June 11-July 15, 2026), and post-event cleaning (July 16-22, 2026), requiring staffing based on a detailed matrix that ranges from one manager and up to three general staff members during pre-event phases to three managers and 20 general staff members per shift during the intensive event period. Vendors must provide all necessary cleaning equipment suitable for outdoor festival operations, 150 trash receptacles, 150 recycling receptacles, 500 cases of liners, and standardized uniforms for all staff. The RFP emphasizes waste reduction and recycling in accordance with the Authority's LEED Gold certification standards and Solid Waste Management Policy. Proposals will be evaluated on technical merit (70% weight) and cost (30% weight), with evaluation criteria requiring proposers to demonstrate five consecutive years of janitorial service experience, provide three references including at least one similar public or quasi-public client, and submit current financial statements or Dun & Bradstreet reports. The deadline for written questions is February 20, 2026 at 10:00 AM, with answers posted by February 27, 2026, and proposals are due March 6, 2026 at 10:00 AM, submitted as one flash drive, one original, and five hardcopies in sealed envelopes to the GWCCA Purchasing Department.
No specific set-aside designations for disadvantaged enterprises are identified in this solicitation, and no incumbent vendor or current contractor information has been listed. Proposers must comply with Georgia's E-Verify requirements, maintain workers' compensation coverage for Georgia, and carry contractor's protective and public liability insurance with minimum limits of $1,000,000 per accident and $3,000,000 aggregate, with proof of insurance required prior to work commencement. Selected contractors may be required to conduct site surveys between March and April 2026, with associated travel costs borne by the contractor. The Authority reserves the right to make a single award or split awards as deemed in the best interest of the State, and cost proposals must be submitted on the provided bid form including all fees, transportation, rentals, labor, and required licenses or permits. A critical restriction of communication is in effect throughout the solicitation period, prohibiting interested firms from communicating with Authority staff or officials about the solicitation except through formal question submission procedures directed to Issuing Officer Erle Coleman (ecoleman@gwcc.com), with violations subject to proposal rejection. Specific budget or award values are not disclosed in the available documentation.
