About this opportunity

The Utah Transit Authority is soliciting proposals for a five-year janitorial services contract covering approximately 26 service locations across UTA facilities in Utah, with proposals due October 15, 2026 at 2:00 PM MST and mandatory pre-proposal site visits on September 21 and 22, 2026.

Proposers must demonstrate a minimum of five years' experience managing multiple building locations with at least 10 facilities containing a minimum of 5,000 square feet each, and must provide three customer references. Service locations range from 150 to 300,000 square feet and include divisions in Meadowbrook, Riverside, Central Police, Mobility Center, Mt. Ogden, Midvale Rail Service Center, Jordan River Rail Service Center, Warm Springs Rail Service Center, FLHQ Headquarters, Timpanogos, Provo, Salt Lake Intermodal Hub, Depot District, Tooele, and TTEC Training Center. Cleaning frequencies span five to six days per week, primarily during evening and overnight hours (2100–0300 hours), with day porter services required at select locations. Scope includes vacuuming, floor maintenance, restroom sanitization, trash removal, and specified exclusions: floor stripping and waxing, second-floor exterior window cleaning (handled through separate procurement), rail and bus shelter cleaning, and shop bay floor cleaning. Exterior trash container maintenance applies only at the Ogden Transit Intermodal Hub bus drop-off area and shop bay areas. UTA reserves the right to award to multiple proposers based on best value for each service location.

The contract is firm fixed price with pricing required for all five years (2027–2031) using UTA's specified price schedule format; only annual adjustments are permitted after the initial 12 months. Evaluation uses best-value methodology: technical factors (80 points) including past performance (20), demonstrated ability to perform (30), operational plan (20), and staffing plan (10); price (20 points). Proposals exceeding 50 percent above or below the median price may be deemed unreasonable and non-responsive. Contractors must obtain UTA contractor badges, submit certified payroll through eComply, and maintain insurance including $2,000,000 general liability per occurrence, $2,000,000 automobile liability CSL, workers' compensation per statute, and $1,000,000/$2,000,000 professional liability. The contract commences approximately November 14, 2026 and expires November 15, 2031, with potential mutual extension. Prevailing wages do not apply. Questions are due September 29, 2026 at 2:00 PM MST; final addenda deadline is October 5, 2026 at 2:00 PM MST. Addendum 1 expanded the scope from approximately 20 to 26 service locations and refined experience and staffing requirements.
