About this file

This document contains initial notes from the mandatory pre-proposal meeting and site walks for RFP 26-04064BCM, a janitorial services contract opportunity issued by the Utah Transit Authority (UTA). The RFP seeks to establish a five-year contract for janitorial cleaning services across various UTA offices and work areas throughout Utah. Site walks were conducted on September 21, 2026 (9 locations) and September 22, 2026 (6 locations) to provide proposers with physical perspectives of the facilities requiring services. UTA reserves the right to award the contract to multiple proposers based on best value for each service location. Proposers were permitted to photograph facilities relevant to janitorial services only, and all questions and answers were required to be submitted through Utah State's Public Procurement Site (Euna U3P/Bonfire) during the designated Q&A period to ensure fair and equitable treatment of all bidders.

Key clarifications provided during the site walks address the scope of janitorial services to be included in this contract. Stripping and waxing of floors and cleaning of second-floor exterior windows will be handled through a separate procurement process. Cleaning services for rail and bus shelters or canopies are not required under this RFP. Exterior trash container maintenance and emptying are excluded from all locations except the Ogden Transit Intermodal Hub (2393 Wall Ave), where only bus drop-off area trash containers require emptying. Shop bay floor cleaning is not required; however, trash container maintenance and emptying in shop bay areas will be necessary. The UTA has determined that prevailing wages are not applicable to this contract.
