About this opportunity

The Texas Juvenile Justice Department is soliciting bids on janitorial services for the infirmary at Gainesville State Juvenile Correctional Facility under IFB 644-26-060126, with bids due August 13, 2026 at 3:00 PM Central Time and a mandatory site visit on July 22, 2026 at 2:00 PM CST.

The scope covers cleaning and maintenance of a 2,268 square-foot single-floor infirmary facility. Weekly services include trash removal, sweeping and mopping of common and specialized areas, bathroom cleaning, carpet vacuuming, window cleaning, furniture disinfection, and water fountain cleaning. Monthly services include ventilation and light fixture cleaning, floor buffing, baseboard cleaning, and wall wiping. Quarterly services include floor stripping and waxing. Services are scheduled for Monday, Wednesday, and Friday from 5:00 PM to 9:00 PM and Friday from 7:00 AM to 11:00 AM, with a maximum of 2–4 hours as needed. The contractor must supply all cleaning supplies and equipment, maintain an approved inventory list (INS-410 form) subject to security inspections, and comply with Prison Rape Elimination Act (PREA) standards. All janitorial staff must pass background checks, criminal clearance, security screening, and provide valid photo identification. Exhibit D identifies items temporarily exempt from the prohibited products list.

The initial contract period runs September 1, 2026 through August 31, 2027, with three optional one-year renewal periods through August 31, 2030. The contractor must maintain workers' compensation insurance and commercial general liability coverage, with certificates due within five business days of award. Price increases require TJJD approval and must align with the Consumer Price Index for renewals. Service failures unresolved within one week result in a 10% invoice credit. Liquidated damages of 2% of total contract costs apply for each calendar day of delay. Payment is due within 30 days of receipt or 15 days if a 1% discount is taken. The site visit is limited to 6–8 attendees with prior ID submission required. Questions are due July 29, 2026 at 3:00 PM CST, with answers provided by August 5, 2026.
