About this opportunity
The Texas Department of Public Safety is requesting bids for janitorial services at its Cleburne facility located at 600 West Kilpatrick Avenue under IFB 405-26R0016892, with bids due July 29, 2026 at 5:00 p.m. Central Time, and a pre-bid site visit scheduled for July 17, 2026 at 11:30 a.m.
The scope covers five-day-per-week janitorial services (Monday–Friday, 4:00 p.m. to 12:00 a.m.) across 7,339.13 usable square feet. Daily work comprises general cleaning (40% allocation), restroom sanitation (30%), and floor maintenance (30%), with monthly interior glass cleaning, high-ledge dusting, and semi-annual vinyl composition tile stripping and waxing. The contractor must furnish all labor, supplies, tools, and equipment; provide Safety Data Sheets for all chemicals used; and submit a DPS Janitorial Service Report by the fifth of each month. DPS provides paper towels, toilet paper, soap, and waste disposal. Contractor personnel are subject to fingerprint-based criminal history background checks at the contractor's expense.
The contract term runs September 1, 2026 through August 31, 2031, with DPS holding the right to extend for an additional six-month period. Pricing must be submitted on the mandatory pricing schedule for 12 monthly units and 2 semi-annual units across all five contract years; DPS guarantees no minimum compensation and authorizes invoicing only upon written Contract Monitor approval. Contractors must provide audited financial statements for the prior two years, a Dun & Bradstreet report, or equivalent financial documentation demonstrating solvency. Prompt-payment discounts at 10-, 20-, 30-, or other-day intervals are permitted. All bids require a W-9 form, Application for Texas Identification Number (AP-152), proof of Texas business certification, and optional Direct Deposit Authorization. Contract payments are governed by the Texas Prompt Payment Act, and DPS reserves the right to terminate for convenience with 30 days' notice, for default, or immediately if funding becomes unavailable. The Contract Administrator is Heidi Davis (512-424-5724; Heidi.Davis@dps.texas.gov). Responses may be submitted via email to DPS_Solicit_Response@dps.texas.gov or through the optional DPS Online Bid Room portal. The anticipated award date is August 5, 2026.
