About this opportunity
The Board of County Commissioners of Calvert County, Maryland is soliciting sealed bids for custodial services at ten county facilities under ITB 2027-001, with bids due August 28, 2026 at 12:00 p.m. local time and a virtual bid opening at 2:00 p.m. the same day. This is the third extension of the original August 13 deadline; Addendum 2 extended it to August 25, and Addendum 3 confirmed the final August 28 due date to allow sufficient time for the County to publish responses to bidders' questions.
Calvert County intends to make multiple awards to ensure coverage across all facilities. Mandatory site visits were scheduled for July 28–29, 2026 (with an additional mandatory visit for the Lusby Behavioral Health location on August 6 at 12:30 p.m.). Written questions were due July 31, 2026; Q&A responses were published during the week of August 17. Bidders who submitted earlier bids may revise them prior to the August 28 deadline.
The scope encompasses daily to twice-weekly custodial services across ten locations ranging from 1,024 to 11,418 gross square feet: Dowell House, Phillips House, Fairview Library, Calvert County Public Works Building, Calvert County Fleet Maintenance Building, Harriet E. Brown Community Center, Chesapeake Hills Golf Course Clubhouse, Calvert County Health Department-Lusby Behavioral Health, Solomons Comfort Station, and Community Resources Building. Services include routine cleaning, restroom maintenance, floor care, and window washing, with frequencies specified in Attachment A (Cleaning Activity Specifications). Service start dates vary by facility, ranging from September 1, 2026 to January 18, 2027. The County will furnish toilet paper, paper towels, replacement light bulbs, and liquid soap; contractors must supply all other cleaning products and equipment.
Contractors must demonstrate at least three consecutive years of commercial custodial services experience, provide three professional references, maintain good standing with the Maryland Department of Assessments and Taxation, and pass criminal background checks ($30 per applicant at contractor expense). Required insurance includes $1 million per occurrence / $2 million aggregate general liability, $1 million combined single limit automobile liability, and workers compensation compliant with Maryland law. Pricing shall be submitted monthly for regular cleaning tasks and per-service for semi-annual and annual tasks, with emergency services billed at specified hourly rates. Award will be made to the lowest responsible bidder. Bids are binding for 120 calendar days following the opening date unless extended by mutual consent.
