About this opportunity

Hillsborough County Board of County Commissioners is requesting competitive sealed proposals for a cloud-hosted integrated technical resources hub for the Development Services Department with proposals due August 10, 2026 at 2:00 PM Eastern Time, with an estimated contract value of $194,150.00 over three years.

The solution must be a wholly owned, single-contractor implementation providing a centralized knowledge base with natural language processing search, automatic version control, data analytics, customizable workflow approvals, and role-based permissions. The platform must integrate seamlessly with Microsoft Outlook, ServiceNow, and Accela. Implementation must be completed within three months of purchase order receipt. The contractor must hold current ISO 27001, AICPA SOC 1, and AICPA SOC 2 certifications and demonstrate at least two years of documented experience implementing solutions for organizations substantially similar in scope and size to Hillsborough County. No value-added resellers or third-party implementation partners are acceptable.

Cybersecurity compliance is the governing filter. The solution must be hosted exclusively in U.S.-based data centers with all sub-processors U.S.-based; use AES-256 encryption and TLS 1.2 or higher; maintain mandatory data residency in the continental United States; integrate with Hillsborough County's Azure Identity Management system; achieve 99.9% uptime with 24/7 support; and comply with NIST SP 800-53 standards, NIST AI Risk Management Framework, Section 508 accessibility, HIPAA, FERPA, IRS Publication 1075, and FBI/CJIS standards where applicable. Vendors must submit responses to comprehensive security questionnaires addressing general security (40 questions), software security (95 questions), and AI security (93 questions). Annual third-party security assessments must comply with SSAE16 SOC 2 or FedRAMP standards. All personnel with access to sensitive information require background screening and, if applicable, FBI fingerprinted background checks and CJIS Security Addendum execution.

Cost proposals must include professional services for implementation, testing, training, and technical support with subscription fees for all three years. Evaluation weights 10 points to pricing and 30 points each to System Quality, Proposer Qualifications and Experience, and Understanding of Scope/Technical Approach. Hillsborough County retains sole data ownership, audit rights, and requires secure data destruction consistent with DOD 5015.2 standards upon contract termination. Contractors must obtain liability insurance with minimum limits ranging from $1 million to $5 million and cyber liability coverage of at least $1 million per claim, and must complete a Drug-Free Workplace Certification.
