About this opportunity

The Illinois State Toll Highway Authority (ISTHA) is requesting bids for bulk fuel supply and delivery services across seventeen fueling locations statewide under IFB 25-1034, with bids due October 9, 2026 and questions due September 25, 2026 at 2:30 p.m. Electronic submission only is mandated under CPO Notice 2023.12; paper responses will not be accepted. A 9% Business Enterprise Program (BEP) utilization goal applies for minority, women, and persons with disabilities-owned businesses; waiver requests are permitted.

ISTHA seeks E-10 gasoline, E-85, Diesel #1, Diesel #2, 5% and 20% biodiesel blends, and diesel fuel performance-enhancing additives. All fuels must meet or exceed current ASTM standards and Illinois Pollution Control Board regulations. Bidders may respond for any or all seventeen locations and fuel types, but must bid all diesel-related line items (#1 Diesel, #2 Diesel, biodiesel blends, and additive package) at a location to be considered responsive for award. Typical tanker loads range from 6,800 to 7,200 gallons for underground tanks and 1,500 to 2,000 gallons for above-ground tanks. Deliveries must be made within twenty-four hours of order receipt during normal business hours (7:30 a.m. to 2:00 p.m., Monday through Friday), with emergency deliveries required within eight hours. The vendor is responsible for all delivery costs, fuel quality testing, EPA and Department of Transportation compliance, and remediation of non-compliant fuel.

The initial contract term is two years with an option to renew for an additional two years. Pricing is submitted as a bid differential per gallon applied to the Data Transmission Network (DTN) Energy FastRacks' posted price for the day of delivery, with an estimated base price of $3.30 per gallon. Bids must remain firm for 180 days from opening. Contractor's Pollution Liability Insurance with limits of $2 million per pollution condition and $2 million general aggregate is required. Subcontracting is permitted; subcontracts exceeding $50,000 annually require Standard Illinois Certifications. Vendors must be active and unexpired in the Illinois Procurement Gateway (IPG) or submit a Vendor Disclosure form. Addendum 2 containing questions and answers was posted September 29, 2026.
