About this file
This is an Addendum 2 Questions and Answers document for an Invitation for Bid (IFB) issued by the Illinois State Toll Highway Authority (ISTHA) for Bulk Fuel services. The document compiles inquiries submitted by prospective bidders and the corresponding responses provided by the procuring agency. The original IFB solicitation required all questions to be submitted electronically to the Information Contact no later than 2:30 PM on September 25, 2026, with responses documented in this final addendum dated September 29, 2026. The ISTHA required electronic submissions only, as mandated by CPO Notice 2023.12, with paper responses not accepted for this competitive solicitation.
The Questions and Answers addendum addresses clarifications and technical inquiries regarding the bulk fuel supply requirements, contract terms, specifications, and bidding procedures. This document serves as an official modification to the original IFB and must be reviewed by all prospective bidders to ensure compliance with the solicitation requirements and to inform their proposal submissions. The addendum constitutes binding information that all bidders are required to acknowledge and incorporate into their bids.
