About this opportunity

The Virginia Department of Transportation (VDOT) Fredericksburg District is requesting bids on grounds maintenance services for eight park and ride commuter lots under IFB 161111, with bids due August 19, 2026 at 10:00 a.m. EST and a virtual public bid opening on August 20. A Small Business Subcontracting Plan is required unless the bidder holds Commonwealth Department of Small Business and Supplier Diversity (DSBSD) certification as a small or micro business; bidders must identify DSBSD-certified subcontractors for portions of the work, with a Commonwealth small business purchase goal of 42%.

Services are provided on an as-needed basis and include grass mowing (biweekly, May through October), litter removal (twice weekly year-round), edging (biweekly, May through October), pruning and tree trimming (annually or as directed), weed removal by hand or mechanical means (biweekly, May through October), herbicide application (annually or as directed), and snow removal from bus shelters and sidewalks (on-call during winter events). All labor, equipment, materials, and incidentals are the contractor's responsibility. Mowing covers all open areas within right-of-way up to tree lines including storm water retention pond lips; litter removal encompasses the entire property perimeter including debris blown up to five feet into brush and tree lines; pruning and tree trimming work must not exceed seven feet in height for vertical clearance compliance. Payment per lot is fixed regardless of initial vegetation height, refuse amounts, or site condition — corrective work to bring sites to maintenance standards is included in regular pricing.

The contract period runs from award through one year with four optional one-year renewals. Prevailing wage rates apply to all mechanics, laborers, and workers. Applicators performing herbicide application must be certified by the Virginia Department of Agriculture and Consumer Services in Category 3A, 3B, or 6, with certification provided within 48 hours of request. Required insurance includes workers' compensation, employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). All equipment, including trailers, must comply with vehicle registration, inspection, and licensure requirements; no subcontractor equipment or personnel may be deployed without prior inspection and approval by the Contract Officer. Bidders must inspect all job sites prior to submission. Award is made on a lot-by-lot basis to the lowest responsive and responsible bidder. Prior contract pricing benchmarks (IFB 158061, March 2023) ranged from approximately $52,000 to $81,000 per lot. An optional virtual pre-bid conference was held August 7, 2026; questions were due August 14. Acknowledgment of Addendum Nos. 1 and 2 must be submitted with bids.
