About this file
This document is a Questions and Answers No. 2 addendum issued by the Virginia Department of Transportation (VDOT) for Invitation for Bid (IFB) 161111 concerning grounds maintenance services for nine commuter park and ride lots within the Fredericksburg District. The solicitation requires qualified firms to provide comprehensive grounds maintenance services including grass mowing, litter pickup, edging, pruning and tree trimming, weed removal by hand or mechanical means, weed control via herbicide application, chemical application, and snow removal from bus shelters and sidewalks. The bid closing date was August 19, 2026. The addendum clarifies specific maintenance boundaries and service requirements across all nine locations, addressing critical operational definitions for bidders preparing their proposals.
Key clarifications provided in this addendum establish that mowing shall cover all open areas within the park and ride's right-of-way up to tree lines, including areas up to the storm water retention pond lip, with contractors prohibited from entering retention ponds or depositing debris within them. Litter removal encompasses the entire property parameter including trash blown up to five feet into brush and tree lines. Pruning and tree trimming work involves removal of overhanging branches at a maximum height of seven feet to ensure compliance with VDOT vertical clearance specifications. The addendum confirms that payment per commuter lot remains fixed regardless of vegetation height, refuse amounts, or condition level, meaning initial corrective work to bring sites to required maintenance standards is included in regular contract pricing at no additional cost. Additionally, bidders must submit a Small Business Subcontracting Plan and either possess DSBSD certification as a small or micro business or identify DSBSD-certified subcontractors for portions of the work.

IFB 161111 QUESTIONS AND ANSWERS
August 19, 2026
QUESTIONS AND ANSWERS NO. 2 TO ALL BIDDERS:
Please see the below Question and Answers:
1. I am a 100% service disabled veteran and CEO of Salute Facilities Management (eVA Vendor ID#
SUP360857) would like to bid on this IFB that closes August 19th, however our SWaM certification is not yet approved. Is there anything we can do to escalate review of our SWaM certification?
Answer: See Page 3. Reminder to Bidders:
This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP)
Attachment B with the electronic bid response in eVA. Bidders selecting the “I Plan To Complete All Work” box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and
Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program.
If the Bidder is not a DSBSD-certified small business, the “I Plan To Use Subcontractors” box must be selected and the Bidder shall identify on the SBSP attachment the portions of the contract that will be subcontracted to
DSBSD-certified small business for the initial contract period and any subsequent renewal periods.
2. What are the exact mowing, litter-removal, and pruning boundaries at each location? The aerial maps show the lots but do not mark the maintenance boundaries
Answer: Mowing - Contractor shall mow all open areas within the park and ride's right-of-way, up to tree lines, including up to the lip of Storm Water Retention Pond (SWRP). Contractor shall not enter any SWRP or cause any debris from mowing operations to be deposited in any SWRP.
Litter Removal - The Contractor shall be responsible for picking up and disposing of all litter, debris, and foreign matter deposited on the ground, parking lot, or other areas throughout the entire parameter to include trash blown up to five (5) feet into the brush/tree line of the commuter lot.
Pruning - Ornamental trees within the park & ride lot shall be pruned/trimmed in accordance with established
Arborist standards and shall not be done in a manner that would damage or kill the bush/tree and shall present safe passage for pedestrians and vehicles. Tree and brush pruning/trimming shall be achieved through the removal of all overhanging tree branches at a maximum height of seven (7) feet to ensure compliance with
VDOT Specifications for vertical clearance where sidewalks exist.
3. Does litter removal cover the entire VDOT property, including grassy perimeter areas, or only parking areas, sidewalks, bus shelters, and landscaped areas?
Answer: The Contractor shall be responsible for picking up and disposing of all litter, debris, and foreign matter deposited on the ground, parking lot, or other areas throughout the entire parameter to include trash blown up to five (5) feet into the brush/tree line of the commuter lot.

4. Are tree limbs extending from wooded areas into the parking lots included in routine pruning, or would larger limb and tree work require separate authorization?
Answer: Tree and brush pruning/trimming shall be achieved through the removal of all overhanging tree branches at a maximum height of seven (7) feet to ensure compliance with VDOT Specifications for vertical clearance where sidewalks exist.
5. Several of the locations currently have significant overgrowth and appear to require substantial initial pruning and cleanup beyond routine maintenance. Is this initial corrective work considered part of the regular contract pricing, or would additional compensation/work authorization be provided for bringing the sites back to the required maintenance standard?
Answer: Payment per commuter lot shall remain fixed regardless of vegetation height, amount of refuse, condition and/or level of effort necessary to meet the commuter lot maintenance standards.
