About this opportunity
The West Virginia Department of Administration, General Services Division is requesting bids for electrical installation at the IBEX Building (100 Parkway Road, Charleston, West Virginia 25309) under ARFQ GSD2700000017, with bids due August 27, 2026 at 2:30 PM. The pre-bid meeting on August 20 has already occurred; technical questions were due August 24 at 12:00 PM.
The scope includes providing new homerun circuits from existing panelboards to modular workstations, routing conduit and conductors above ceilings, installing dual-channel power poles with NEMA 5-20R duplex receptacles, and establishing dedicated circuits for wall-mounted data racks. The work must integrate with vendor-furnished Haworth B-Conductor three-circuit systems with separate neutrals and utilize existing 20A/1P breakers. Construction duration is two weeks. All work must comply with the National Electrical Code, applicable OSHA regulations, state and local codes, and the General Services Division Jobsite Safety Handbook.
Vendors must demonstrate experience by successfully completing at least three similar projects, documented through references or acceptable verification. For construction contracts exceeding $50,000, a bid bond equal to five percent of the total bid amount, a performance bond equal to 100 percent of the contract value, and a labor/material payment bond equal to 100 percent of the contract value are required. The apparent successful vendor must maintain a one-year labor warranty and provide proof of contractor licensing prior to contract award. Vendors must submit an overall project schedule within seventy-two hours of contract award and provide at least one week's advance notice before conducting work that may disrupt adjacent workspaces.
The contract will be awarded to the lowest qualified responsible bidder meeting all mandatory requirements. Bids must acknowledge receipt of Addendum 1 and Addendum 2 to avoid disqualification. The contract is contingent upon appropriation of funds by the legislature, and the State reserves the right to cancel upon 30 days written notice. Contact Cody G. Taylor at 304-352-5531 or cody.g.taylor@wv.gov. Bids are submitted electronically through wvOASIS or delivered to the General Services Division at 112 California Avenue, Building 4, 6th Floor, Charleston, WV 25305.
