About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for high-rise fire safety program and training services for Metro's Gateway Headquarters building under RFP PS143477, with written questions due July 9, 2026 and proposals due July 27, 2026. This is an exclusive Small Business Enterprise (SBE) set-aside project; proposers must hold LACMTA certification and perform at least 30 percent of total contract cost with their own workforce to satisfy commercially useful function (CUF) requirements.
The scope encompasses online certification programs for Fire Safety Directors (35 participants) and Floor Wardens (100 participants); Rule of Five evacuation drills conducted six times annually over five floors with after-action reports; full building evacuation drills; development and delivery of training materials; phone consultations; and Fire and Life Safety Plan certification. Key qualifications include five years of experience in high-rise fire and life safety training and a valid Los Angeles Fire Department Certificate of Fitness held by key personnel. Proposers must provide an online training portal and certifications compliant with Los Angeles Municipal Code 57.408 and California Code of Regulations, Title 19, Sections 3.09 and 3.10.
The contract structure spans seven years: a five-year base term plus two optional one-year extensions exercisable at LACMTA's sole discretion, with completion no later than October 1, 2031. The not-to-exceed base price is $207,503.15 on a firm fixed unit rate basis, funded with state and/or local funds subject to fiscal year availability. LACMTA retains 10 percent of progress payments as security, with payment due within 30 days of receipt of undisputed applications or 15 days for LACMTA-certified SBE prime contractors. Proposals must include four volumes: Technical Proposal, Certification Forms, Price Proposal, and DEOD Forms and Required Documents, submitted electronically to bids@metro.net. No pre-proposal conference or worksite visit is scheduled. Proposers must provide a five-year contract history, ethics declarations, general certifications, and drug and alcohol compliance certificates per 49 CFR Part 655.
