About this opportunity
The City of Toledo is requesting bids for the reconstruction of Harvest Lane and Quast Lane in Toledo, Lucas County, Ohio, with bids due October 6, 2026 by 1:30 p.m. through the PlanetBids portal. A mandatory Project Labor Agreement with the Northwest Ohio Building and Construction Trades Council applies to this project.
The scope includes removal and replacement of pavement, curbs, and drive approaches on both roads; storm sewer replacement; and water main installation totaling approximately 6,800 feet of 8-inch water main (with portions of 6-inch water main replacement). This is a prevailing wage project requiring compliance with Ohio prevailing wage rates across multiple skilled trades including carpenters, cement masons, electricians, laborers, and operating engineers. Best bid criteria for projects exceeding $75,000 evaluate bidder experience, workforce qualifications and availability, apprenticeship participation, employee benefits and safety programs, compliance history, and prevailing wage compliance record.
Bidders must submit a City Paperwork Packet (vendor registration, business tax registration, notarized child support affidavit, utility account verification), Annual Paperwork Packet (EEO certification, living wage affidavit updated by February 1, debarment certification, W-9), and Construction Project Paperwork Packet (acknowledgement and acceptance of terms, living wage contract addendum, primary/subcontractor agreement certificate, best bid criteria if applicable). A Certificate of Insurance naming Toledo as additional insurer, Bureau of Worker's Compensation Certificate, signed contract, tax exemption certificate, and bid guaranty (5% of estimated contract price, maximum $200,000, as surety bond or certified check) are required.
Living wage requirements mandate $17.45 per hour with single health coverage not exceeding 15% of monthly wages, or $20.63 per hour without health benefits, for contracts exceeding $10,000. A 2.5% municipal income tax applies to all work performed within Toledo. The City encourages 15% MBE/WBE participation from registered vendors. Performance bonds are required for contracts exceeding $40,000. Contracts must be executed and returned within ten calendar days of award notification.
