About this file

This is a Letter of Assent document establishing the Project Labor Agreement requirements for construction of the Harvest Lane and Quast Lane Reconstruction project in Toledo, Lucas County, Ohio. The document outlines the mandatory compliance framework that all contractors and subcontractors of any tier must follow as a condition of contract award. Key requirements include that all contractors and subcontractors must execute an identical Letter of Assent prior to commencing work, conduct a mandatory pre-job conference with the Northwestern Ohio Building and Construction Trades Council before beginning project work, and secure executed Letters of Assent from all subcontractors before permitting them to work on the project site. The agreement applies to all employees of participating contractors and subcontractors and becomes binding upon contract award.

Non-compliance with the Project Labor Agreement terms carries significant penalties, including prohibition from the project site until full compliance is achieved and the assessment of fines as specified in the Project Labor Agreement. Contractors are responsible for ensuring that neither they nor any of their subcontractors maintain any conflicting commitments or agreements that would interfere with full compliance with the Project Labor Agreement requirements. The document requires that all subcontractors of whatever tier be included in compliance and pre-job conference procedures, establishing a comprehensive framework that extends accountability throughout the entire contractor hierarchy on the project.
