The project involves removing and replacing pavement, curbs, and drive approaches on both roads, along with storm sewer replacement and water main installation. Specifically, the work includes replacing 5,500 feet of 8-inch water main on Harvest Lane, adding 410 feet of 8-inch water main on Quast Lane, and replacing 890 feet of combined 6-inch and 8-inch water main with 8-inch water main on Quast Lane. Bids were received on October 6, 2026, and must be submitted through the City of Toledo's PlanetBids portal by 1:30 p.m. local time. All bidders are required to submit extensive documentation including vendor registration forms, certificates of insurance, workers' compensation certificates, and various project-specific paperwork. A pre-construction meeting with compliance is mandatory prior to work commencing.
This is a prevailing wage project requiring contractors to comply with Ohio's prevailing wage rates across multiple skilled trades including asbestos workers, boilermakers, bricklayers, carpenters, cement masons, electricians, elevator mechanics, glaziers, ironworkers, laborers, and operating engineers. Bid guaranties must equal at least 5 percent of the estimated total contract price but not exceed $200,000, provided as either a surety bond or certified check. The successful bidder must enter into a Project Labor Agreement with the Northwest Ohio Building and Construction Trades Council within fifteen working days of bid award notification. Performance bonds are required for contracts exceeding $40,000, and the City reserves the right to reject any or all bids. The contract is subject to the City's living wage ordinance requiring a 2.5 percent tax on net profits for all work performed within Toledo, and the City encourages 15 percent MBE/WBE participation from registered vendors. Contracts must be executed and returned within ten calendar days of award notification, or the bid bond may be forfeited as liquidated damages.
