About this file

This is a bid specification addition document for the City of Toledo, Ohio, establishing Project Labor Agreement (PLA) requirements for the Harvest Lane and Quast Lane Reconstruction project. The specification mandates that the successful bidder must enter into a PLA with the Northwest Ohio Building and Construction Trades Council (NWOBTC) for any construction contract valued at $100,000 or greater that is funded by the City of Toledo or sources that do not exclude PLAs. Following bid award notification, a pre-job conference must be scheduled within fifteen (15) days between the awarded bidder and NWOBTC. An executed PLA, bearing signatures from both the lead contractor and the Executive Secretary of NWOBTC, must be submitted to the Division of Purchases and Supplies within fifteen (15) working days from the pre-job conference. Bid submission for this project occurs through the City of Toledo's PlanetBids portal, with bidders required to submit multiple documentation packages including vendor registration, tax registration, debarment certification, certificates of insurance and worker's compensation, and project-specific paperwork.

The successful bidder and all associated contractors and subcontractors must fully comply with all PLA provisions. Bidders must submit a bid guaranty in the form of a bid bond or certified check, and pricing must be stated to two decimal places with only one price per line item accepted. The project requires annual paperwork compliance including updated Living Wage Affidavits, Equal Employment Opportunity Certifications, and W-9 forms. The City of Toledo maintains strict documentation requirements, including acknowledgment of terms and conditions and living wage contract addendums, with the company bearing responsibility for notifying the city of any information changes to ensure compliance throughout the bidding and contract execution process.
