About this opportunity

The Orange County Transportation Authority is requesting proposals for a cloud-based transit signal priority deployment system along Harbor Boulevard with proposals due November 17, 2025, at 2:00 p.m., a pre-proposal conference scheduled for October 21, 2025, at 2:30 p.m., and written questions due October 24, 2025. The contract is firm-fixed-price for five and one-half years through December 31, 2031, with a total budget of $2.349 million funded entirely through State REAP 2.0 sources and subject to a full-payment deadline of December 31, 2026.

The scope encompasses design, procurement, configuration, testing, deployment, and five years of support for a system serving 52 signalized intersections across 12 miles of Harbor Boulevard and five participating jurisdictions (Fullerton, Anaheim, Garden Grove, Santa Ana, and Fountain Valley). The solution must integrate with Swiftly transit data services, OCTA's Conduent OrbCAD CAD/AVL system, and traffic signal controllers from Econolite, McCain, Trafficware, Q-Free, and Yunex manufacturers using NTCIP 1211 and 1202 standards. The vendor must deliver SOC 2 certification, Tier 2 or greater cloud infrastructure, 99.9% uptime availability with associated service credits, recovery objectives of 24 hours or less, and response times ranging from two hours for critical issues to five business days for minor issues. The six-month implementation phase includes project management, requirements gathering, preliminary and final design reviews, system build, comprehensive testing with user acceptance testing, minimum 16 hours of training over four weeks pre-UAT and additional four weeks pre-go-live, production deployment, and 60-day warranty. Hardware procurement includes potential signal controller and communication switch upgrades.

Evaluation weights proposals on qualifications (20%), staffing and project organization (25%), work plan (30%), and cost (25%). The evaluation committee comprises five internal OCTA evaluators and three external evaluators representing participating cities. Interviews and demonstrations are scheduled for January 13 and 14, 2026. Best and Final Offers, if needed, are due January 26, 2026, with Board selection anticipated March 9, 2026, and contract execution by March 23, 2026. The contractor must maintain comprehensive insurance including Commercial General Liability ($1.0 million per occurrence/$2.0 million aggregate), Professional Liability ($1.0 million per claim), and Cyber Liability ($2.0 million per claim), effective for five years following termination. Proposals must not exceed 50 pages excluding appendices, and proposers must keep January 13–14 dates available for interviews.
