This is a design professional services and consulting position. The scope includes managing key performance indicators and operational deliverables for CIBD's international programs and trade initiatives, with specific responsibilities for flag protocol, briefing-sheet drafting, trade-data analysis, and delegation and trade-mission coordination under the CIBD Director. The contractor must submit monthly KPI reports and meet with the CIBD Director monthly to review progress. The fixed compensation is $60,000 over the one-year contract term (August 1, 2026, through July 31, 2027), payable in twelve equal monthly installments of $5,000 upon receipt and approval of monthly invoices and KPI reports. GOED will provide workspace, building access, parking, software, computer systems, and state vehicles for authorized official travel; no employee benefits or insurance are included. The contractor must work at the designated state office.
Qualifications must be submitted without pricing information. The highest-ranked vendor will be selected for direct negotiation of fair and reasonable compensation; if agreement cannot be reached, the State may proceed to negotiate with the next highest-ranked vendor. All work product and intellectual property created under the contract transfer to the State as works made for hire. The State reserves the right to conduct discussions with susceptible vendors and request best and final offers. Questions must be submitted during the designated Q&A period through the U3P platform. All resulting contracts incorporate the State's Standard Terms and Conditions, including commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and E-Verify employment verification compliance.
