About this opportunity

Southwest Technical College (STECH) in Utah is issuing Request for Proposal GJ26-95 for website migration and redesign services through a formal competitive procurement process. The project requires vendors to redesign and migrate STECH's existing website, currently hosted on a self-hosted Amazon Web Services EC2 T2.medium instance containing approximately 200 informational pages, to a new platform while maintaining the existing URL structure to preserve search engine rankings. Key deliverables include theme development and customization with discovery, design planning, presentation of 3-5 native CMS themes, and responsive design across all devices and browsers; data migration services encompassing content audit, page and media migration, URL structure preservation with SEO setup, and data validation; WCAG 2.1 AA accessibility compliance review and remediation; AWS environment setup and deployment; comprehensive cross-browser and device testing; and training and documentation services including recorded sessions and live instruction. Optional add-on services include ongoing maintenance and support, advanced analytics, and content creation. The evaluation scoresheet establishes a 75/25 technical-to-cost scoring split with 6,000 total possible points, with technical evaluation weighted across five criteria: Quality of Designs Proposed (1,250 points), Ease of Use for End-Users (750 points), Quality of Training (750 points), Optional Services and Add-ons (1,000 points), and WCAG 2.1 Accessibility Compliance (750 points); all proposals must achieve a minimum of 2,700 technical points (60% of the technical score) to pass evaluation. Questions regarding the solicitation must be submitted by February 28, 2026, to Karyn Keanaaina at kkeanaaina@stech.edu, with proposal submissions due on March 1, 2026, to the same contact; all pricing must be guaranteed for one year from the submission date. All contractors must carry commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, workers' compensation insurance, and cyber security insurance ranging from $2,000,000 to $10,000,000 aggregate depending on data risk classification.

Vendors without a current Utah business license may submit proposals but must obtain licensure before contract execution. STECH prohibits procurement from restricted foreign entities as defined under Utah State Procurement regulations effective January 1, 2025, including companies owned or controlled by China, Iran, North Korea, or Russia, and entities on designated lists maintained by the U.S. Department of Defense, Commerce, or Federal Communications Commission; any vendor utilizing labor from other countries must certify compliance with these restrictions. The solicitation documents do not identify any incumbent contractors, set-aside designations for disadvantaged enterprises, or specific budget allocations; vendors must comply with all applicable federal and state laws, maintain records for six years post-payment, register with the E-Verify employment verification system, and ensure all state data is stored, processed, and disposed of within the United States with encryption in transit and at rest using current TLS standards. All intellectual property rights, custom deliverables, and work products developed under the contract are owned by the State Entity as works made for hire, and contractors are prohibited from using state data to build or train generative AI models without explicit written authorization. The Division of Purchasing notes that contract award information will not be posted on its website; vendors must contact STECH directly for award notifications and any subsequent updates regarding this procurement opportunity.
