About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a purchase order for flashlights, with proposals due August 6, 2026.

The solicitation documents include a Summary of Work, pricing sheet, and required contractor certifications. Bidders must complete a General Proposal Questionnaire as part of the pre-qualification process. The primary scope, specifications, quantities, and detailed delivery requirements are contained in Attachment A (Summary of Work) and the pricing attachment; however, the file summaries provided do not extract specific technical specifications or item quantities from those documents.

Mandatory certifications and compliance requirements apply. Bidders must submit a Conflict of Interest Questionnaire (CIQ Form) under Texas Local Government Code Chapter 176 by the seventh business day after beginning negotiations or submitting a bid response. A Resident Bidder Certification is required; Texas resident bidders (defined as those with principal place of business in Texas or with ultimate parent company or majority owner located in Texas) may receive preference consideration. Nonresident bidders must disclose their state of residence and report whether their home state imposes reciprocal bidding requirements on Texas vendors, including any required underbid percentage.

Additional mandatory submissions include felony conviction disclosure under Texas Senate Bill No. 1, Section 44.034; required contractor certifications per AISDP 0009; and Edgar Certifications addressing federal compliance under 2 CFR Part 200 (applicable if the contract is funded with federal funds or grants). Vendors must also indicate willingness to extend contract pricing and terms to Central Texas Purchasing Alliance (CTPA) member districts through an interlocal agreement.

If vendor personnel will perform work on school district property, background checks through the Texas Fingerprint-based Applicant Clearinghouse of Texas (FACT) system and criminal history certification under Texas Education Code Chapter 22 are required before work commences. Access to school property requires compliance with visitor conduct policies, including badge identification, lockdown procedures, and security protocols.
