About this file
This document is an access and conduct policy issued by the Amarillo Independent School District (AISD) that establishes requirements for all vendor personnel working on AISD property. The policy mandates that all vendor and subcontractor personnel undergo background checks in accordance with Texas Education Code Chapter 22 and AISD's CJA Legal Policy prior to commencing work, with vendors responsible for all expenses associated with criminal history record information obtained through the Fingerprint-based Applicant Clearinghouse of Texas (FACT) system. AISD retains the authority to require withdrawal and replacement of any individual deemed unqualified or undesirable, including those exhibiting inappropriate behavior, security or safety concerns, conduct violations, property damage, or unlawful acts. All vendor personnel are required to wear visible identification badges at all times, comply with lockdown and lockout procedures, refrain from using student restrooms, avoid contact with students, and adhere to strict conduct standards prohibiting firearms, alcohol, drugs, tobacco, profanity, and use of personal audio devices on school property.
The policy establishes comprehensive safety, security, and operational requirements including vendor responsibility for all safety protocols and OSHA compliance, maintenance of minimum insurance coverage with AISD named as additional insured, daily worksite housekeeping with debris removal at least twice weekly, restriction of material deliveries during student drop-off (7:30 AM–8:30 AM) and pickup times (3:00 PM–4:30 PM), and prohibition of work on state testing or makeup days. For construction-type work specifically designated by AISD, vendors must conduct a preconstruction conference with the district, establish AISD-approved designated parking, wear neon safety-colored shirts or vests, maintain visitor attendance records, provide updated personnel lists acknowledging completed background checks and security training, and coordinate utility outages through the AISD Maintenance Department. Vendors assume all responsibility for protecting property, equipment, and utilities, and must immediately notify emergency services and the district's 24-hour emergency number (806) 678-0186 in the event of emergencies, utility damage, or other incidents on school premises.
