All prime contractors must obtain a Unique Entity ID (UEI) and register on SAM at sam.gov, with verification that subcontractors are not debarred. Paid sick leave of 1 hour per 30 hours worked (up to 56 hours annually) is required under Executive Order 13706. Prevailing wage rates for labor classifications range from $10.00 to $38.17 per hour depending on classification and fringe benefits, effective May 18, 2026 (General Decision Number UT20260034).
The scope covers removal and replacement of 18 existing casement-style windows on the north side of the main floor with new vertical-opening (single-hung or double-hung) windows meeting weather-resistant, egress, and energy code requirements. Work must be completed within 30 consecutive calendar days following the Notice to Proceed. Work hours are 8:00 a.m. to 6:00 p.m., Monday through Friday. Bid security of 5% is required for bids exceeding $50,000, along with performance and payment bonds equal to 100% of the total contract amount. Contractors must provide proof of liability and workers' compensation insurance within 10 days of award, with First Step House named as additional insured. Liquidated damages are assessed at $200 per day beyond the completion deadline. An allowable general contractor markup of 10% applies to change orders. The contract is awarded to the lowest responsive and responsible bidder. All materials and workmanship must include manufacturer and contractor warranties. Bids are submitted through the Bonfire/U3P website.
