About this opportunity

Pinellas County School District is soliciting sealed electronic bids for first aid supplies under bid 26-CR-043, with bids due before 3:00 p.m. on November 23, 2026, through the District's OpenGov e-Procurement Portal. No minority-owned, women-owned, or disadvantaged-business set-aside is designated. A 5 percent preference applies to Florida-registered businesses only if the lowest bid comes from an out-of-state bidder whose state does not grant reciprocal preference to Florida businesses.

The scope covers approximately 34 line items delivered on an as-needed basis to the Walter Pownall Service Center Warehouse at 11111 S. Belcher Road, Largo, Florida. Items include exam gloves in multiple sizes, gauze sponges, bandages, sharps containers, and infrared thermometers. Estimated annual usage ranges from 1 unit for certain items to 4,500 boxes of flexible bandages. Pricing must remain firm throughout the contract period and include all freight and handling on F.O.B. destination terms. Bidders must submit sample packages, complete affidavits covering coercion, drug-free workplace, and debarment (Form AD-1048), and comply with E-Verify. Personnel with access to school grounds, students, or school funds require Level 2 background screening under the Jessica Lunsford Act. Contractors must obtain the required insurance within ten working days of award, with certificates approved by the School Board's Risk Management Department before work begins. Coverage minimums include general liability of $1,000,000 per occurrence and $2,000,000 general aggregate for projects under $500,000, or $1,000,000 per occurrence and $5,000,000 general aggregate for projects of $500,000 and over. Automotive liability requires $300,000 combined single limit, and workers' compensation requires statutory coverage with $100,000 employer's liability per accident. Carriers must hold an A-V or better Best's rating, and the School Board must be named additional insured and certificate holder.

The anticipated contract value is approximately $130,000 annually. The contract period runs from February 11, 2027, through February 10, 2028, with no renewal option, though the District may unilaterally extend it for up to three additional 30-day periods on the same terms. Price escalation or de-escalation at renewal is limited to the prior year's CPI-U change, with written notice at least 60 days before expiration. The District may award by line item, section, or aggregate total and will consider State of Florida Department of Management Services contract prices. Bid protests require written notice within 72 hours and a formal protest within 10 days, accompanied by a bond equal to 1 percent of the estimated contract value, with a minimum of $500 and a maximum of $5,000.
