About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas is requesting quotes for the Farmer #1 Well Plugging Project (API# 47-045-00004) in Logan County under ARFQ DEP2700000019, with bids due October 12, 2026 at 10:30 AM. This federally funded project under Section 40601 of the Infrastructure Investment and Jobs Act is subject to Davis-Bacon prevailing wage requirements and Buy America provisions mandating domestic production of iron, steel, and manufactured products unless subject to approved waiver.
The scope encompasses three line items: permitting, well plugging, and wellsite reclamation for a single orphaned well located along Cabin Road near Chapmanville. The contractor must obtain all necessary permits from the West Virginia Division of Highways, U.S. Army Corps of Engineers, and West Virginia Division of Natural Resources, and must comply with Endangered Species Act requirements regarding tree-cutting restrictions for bat habitat protection. All tree logs and waste from site clearing must be removed from the property. The project includes post-plugging methane emissions testing no fewer than 60 days after monument installation; any well showing emissions exceeding 1 g/hr or evidence of fluid leakage requires remedial work at the contractor's sole expense with no additional compensation.
The contract term is one calendar year from the effective start date, with potential for three successive one-year renewals upon mutual written consent and departmental approval. Bidders must submit firm, fixed unit prices for each line item. A mandatory pre-bid meeting was held September 30, 2026 on site. Electronic submission is required through the wvOASIS Vendor Self Service portal. A 5 percent bid bond is required; the apparent successful vendor must provide performance and payment bonds each at 100 percent of contract value. Commercial General Liability and Automobile Liability Insurance with minimum $2 million per occurrence is required. Liquidated damages of $1,000 per working day apply for delays beyond the contract completion period, exclusive of approved extensions or winter shutdown periods. Contact Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov with inquiries.
