About this opportunity
The Tennessee Department of Children's Services is requesting proposals for family violence intervention services statewide across six designated regions—Northeast, East, Tennessee Valley, Mid-State, Mid-West, and West—with proposals due July 31, 2026 and a written questions deadline of July 10, 2026.
Respondents must be licensed by the Tennessee Department of Mental Health and Substance Abuse Services or the Tennessee Department of Children's Services. Staff must hold at least a bachelor's degree in social sciences with one year of relevant family and children services experience, or a bachelor's degree in another field with three years of such experience. The scope encompasses intensive family preservation and reunification services designed to prevent child custody removal, maintain successful family reintegration, and support children in foster care through structured programming addressing domestic violence via education, accountability, and support. Contractors must implement the Safe and Together Curriculum, participate in Child and Family Team Meetings, and track specific outcomes including child safety, risk reduction, foster care placement prevention, and reentry prevention. Respondents may serve one or more regions and must submit region-specific proposals.
The cost proposal must itemize hourly rates for three service categories per region: supervised visitation services, court testimony, and unsuccessful efforts reimbursement at 50 percent of the hourly rate. Evaluation metrics indicate visitation services ranging from 30 to 8,420 hours by region and court testimony from 30 to 80 hours; these represent evaluation factors only and do not constitute volume guarantees or minimum purchase quantities.
Evaluation criteria assign 50 points maximum for technical qualifications, 20 points maximum for general qualifications and experience, and 30 points maximum for cost proposals, totaling 100 possible points. The Notice of Intent to Award is scheduled for August 14, 2026. Responses must include a technical response (maximum 125 pages) and a separate sealed cost proposal. Contract period and renewal terms are detailed in the Pro Forma Contract (Attachment 6.6). Respondents must provide proof of positive financial standing, current credit bureau reports, proof of professional licensure, and a signed Statement of Certifications and Assurances.
